Tong Hio Fong

Tong Hio Fong was born in Macao in 1973. He obtained a Bachelor of Laws degree from the Faculty of Law at the University of Macau in 1997. In 1999, he completed the training course for magistrates at the Magistrate Training Centre in Macao.

From 1992 to 1997, he served successively as an information technology assistant at the Financial Services Bureau, a trainee translator in the translation training program of the Direcção dos Serviços de Assuntos Chineses (Chinese Affairs Bureau), and a specialist technical assistant at the Alto-Comissariado contra a Corrupção e a Ilegalidade Administrativa (High Commissioner Against Corruption and Administrative Illegality). In July 1999, he was appointed as a judge of the Tribunal de Competência Genérica (Court of General Jurisdiction) of Macao, and in November 2009, he became the President of the Collegiate Bench of the Court of First Instance. In January 2011, he was appointed as the President of the Court of First Instance, and in October 2013, he became a judge of the Intermediate Court. From October 2022 to October 2025, he served as the President of the Intermediate Court. He has taken office as the Prosecutor General of the Public Prosecutions Office as of 16 October 2025.

In 2017 and 2021, he was appointed as the Chairman of the Electoral Affairs Commission for the sixth and the seventh Legislative Assembly Elections. In 2019, he was appointed as a member of the Electoral Affairs Commission for the fifth Chief Executive Election. In 2018 and 2022, he was appointed as a member and a Vice President of the Conselho Consultivo da Reforma Jurídica (Legal Reform Advisory Committee), respectively. From July 2011 to August 2024, he served as a non-permanent member for the fourth, the fifth, and the sixth pedagogical council of the Legal and Judicial Training Centre.
