How to Apply

Time of application: Within 7 days before the expiry of the “Authorization to Stay”

Application procedures and documents required

  1. Application Approach
    1. The interested person or a legal representative making the application within 7 days before the expiry of the “Authorization to Stay”;
    2. The parent or guardian making the application on behalf of a minor child should present his/her valid identification document and proof of their relationship; other representative should present a certified letter of authorization and his/her valid identification document.
  2. Documents Must be Presented
    1. Unless otherwise noted, the original should be exhibited for authentication if a copy is submitted;
    2. The copy should be authenticated if the original cannot be exhibited.
  3. Necessary Documents
    1. For “Residence Authorization” applications submitted to the Immigration Department
      1. Making the application together with the application for “Residence Authorization”
        Submit the reverse side of a completed “Application Form for Residence Authorization” (format 4) (provided by the Subdivision concerned while making the application in person) and a copy of the valid passport / travel document (bio data page and observation pages only) or identification document used in the application.
      2. Making the application separately
        >Submit a completed application form(SM/DM M-13); [Note: The “application form” is available at the Subdivision concerned and the website of the Public Security Police Force]
        >Submit a copy of the interested person’s valid passport / travel document (bio data page and observation pages only) or identification document used to apply for “Residence Authorization”;
        >Present the “application acceptance receipt”.
    2. For “Residence Authorization” applications submitted to IPIM
      1. Submit a completed application form(SM/DM M-13); [Note: The “application form” is available at the Subdivision concerned and the website of the Public Security Police Force]
      2. A completed “Declaration of Identity”(SM M-1);
        [Note:
        A. The Declaration template is available at the Subdivision concerned and the website of the Public Security Police Force;
        B. The interested person is required to sign the Declaration in the presence of the staff accepting the application for verification. If he/she is not able to show up, the signature on the (completed) Declaration will be authenticated by the competent authorities, or the Declaration is to be completed by a legal representative. The latter should also submit a certified letter of authorization, a copy of the interested person’s birth certificate, certificate of marital status (not applicable to unmarried applicants) and a document indicating the interested person’s residential address in Macao.]
      3. Submit a copy of the interested person’s valid passport / travel document (bio data page and observation pages only) or identification document used to apply for “Residence Authorization”;
      4. Submit 2 copies of the “Declaration” issued by IPIM to prove that the application for Residence Authorization is being processed.

Apply in person: Public Security Police Force  – Foreigners Subdivision or Residents Subdivision of the Immigration Department (depending on which Subdivision accepts and processes the application for Residence Authorization)

Remark / Requirements

  1. The interested person is required to be legally staying in Macao while the application is being processed, otherwise the Immigration Department may refuse to accept the application.
  2. Penalty for overstay
    1. According to Administrative Regulation No. 14/2014 ‘Amendments to the Provision on Overstay in the 《Regulations of the Entry, Stay and Residence Authorization》’, persons who still stay in the Macao SAR but not over 30 days after the expiry of the authorization granted is fined MOP500 per overdue day from 9/7/2014. The violators are required to pay the fine immediately after they are arrested or report themselves to the police. The above mentioned penalty regulation is not applicable to those who have overstayed in Macao within one year. Those will be considered to be illegal immigrants if they do not pay the fine and the penalty regulation is not applicable to them. Moreover, they cannot make any application for Residence Authorization, extension of Authorization to Stay and Authorization to Stay for Non-resident Workers within two years to the Immigration Department.
    2.  According to Law No. 6/2004, persons who are considered to be illegal immigrants will be deported and interdicted from entry to the Macao SAR for the period indicated in the deportation order.
