Approval of Motor Vehicle Brand and Model – Application


How to apply

Target groups and application eligibility:

Those who intend to introduce new motor vehicle brand and model into Macao.

Documents to submit:

The applicant (individual or company) has to submit:

  1. The application form that corresponds to the vehicle type (the forms are available at the Transport Bureau’s website for download and at the addresses shown below)
    1. Motor vehicle or trailer brand and model approval form (No. 022/DV);
    2. Motor scooter/motorcycle specification form (No. 023/DV);
    3. Light/heavy vehicle specification form (No. 024/DV);
    4. Trailer specification form (No. 025/DV);
    5. First inspection for homologated vehicle form (No. 031/DV);
    6. Vehicle brand and model homologation form (No. 036/DV);
    7. Vehicle characteristic modification form (No. 045/DV);
    8. Exhaust and OBD certificate/report submission declaration form (No. 053/DDAVC);
    9. Motor scooter/motorcycle exhaust certificate declaration form (No. 054/DDAVC);
  2. Two original product catalogues (in Chinese, Portuguese or English) indicating the full technical specifications (of the vehicle, its frame and permanent fixtures) and containing images with measurements (of its front, back and sides);
  3. Supporting document of the vehicle identification number (VIN);
  4. The manufacturer’s technical specifications certificate;
  5. Spare parts supplier’s declaration;
  6. List of modifications to the vehicle (is applicable);
  7. The ID copy of the applicant*.
    *Or, when the applicant is a legal person, the ID copy of its representative, and copy of  the supporting document of this representation;
  8. Proof of payment of the turnover tax;
  9. Sale and purchase agreement of the vehicle (for individual applicant);
  10. Vehicle tax evaluation document issued by the Financial Services Bureau (Direcção dos Serviços de Finanças, in Portuguese);
  11. Exhaust emission certificate (the information contained in it must be equal to that of the vehicle subject to inspection, and it must be presented at least 15 days prior to the date of inspection) and, if the vehicle subject to inspection is a car and not a motor scooter/motorcycle, its OBD certificate.
    1. If the documents referred in no. 2 and no. 4 above are not available, they can be replaced by the original product manual (in Chinese, Portuguese or English) containing the technical specifications of the vehicle.
    2. If this application is accompanied by the application for modifications to the vehicle,  such as installation/construction of permanent fixtures or alteration of its cabin, the following documents must also be submitted:
      1. Technical specifications of the vehicle and its frame after modification (including the permanent fixtures, signalling device, components and units); two drawings showing the vehicle’s maximum Length x Height x Width, seating capacity and seat size, as well as, images showing different sides of the passenger/goods cabin, among other information that serves to justify the modification;
      2. Installation responsibility declaration;
      3. The vehicle’s weighing record;
      4. Detailed list of materials used.
    3. For an individual applicant who intends to import the vehicle into Macao for personal use, according to no. 2 of article 11 of the Foreign Trade Law (Lei do Comércio Externo, in Portuguese), he/she can only present such application once in every 6 months.

  • Centre for Motor Vehicle Inspection (Centro de Inspecções de Veículos Automóveis, or CIVA, in Portuguese)
    Address: Next to the Centre for Driving Lessons and Exams (Centro de Aprendizagem e Exame de Condução, in Portuguese), in Cotai.
    Service hours: Monday to Friday, 9:00 to 18:00 (open during lunch hours).
    Closed on Saturdays, Sundays and public holidays.
  • Centre for Motorcycle Inspection (Centro de Inspecção de Motociclo em Macau, or CIMM, in Portuguese)
    Address: On the ground floor of the ETAR Public Car Park, at Avenida 1.º de Maio.
    Service hours: Monday to Friday, 9:00 to 18:00 (open during lunch hours).
    Closed on Saturdays, Sundays and public holidays.
  • Centro de Serviços da RAEM das Ilhas
    Address: Rua de Coimbra, n.º 225, 3.˚ andar, Taipa
    Service hours: Monday to Friday, 9:00 to 18:00 (open during lunch hours).
    Closed on Saturdays, Sundays and public holidays.

Charges and fees

  • Application for light/heavy vehicle: MOP$9,600
  • Application for motor scooter/motorcycle: MOP$4,400
  • Engine catalogue; signaling device, safety belt or other accessories/components list: MOP$1,000
  • Approval of modification subject to application : MOP$3,000
  • Application form: Free
  • Stamp duty:
    • For light/heavy vehicle: MOP$960*
    • For motor scooter/motorcycle: MOP$440*
      *Corresponds to 10% of the application charge.

Processing time

Application result will be available within 15 working days* (Performance pledge).
*Only applies when all required documents have been submitted.


Notes for attention

  1. Only motor scooter/motorcycle related applications can be made at the Centre for Motorcycle Inspection (CIMM).
  2. The Centre for Motor Vehicle Inspection (CIVA) and the two reception areas of the Transport Bureau accept application for all types of motor vehicles.
  3. Vehicle inspections of cars, trailers and semi-trailers, for the purpose of brand and model approval, will be carried out at CIVA every Thursday (except when it is a public holiday), from 10:00 to 13:00 and from 15:30 to 17:30.
  4. Vehicle inspections of motor scooters and motorcycles, for the purpose of brand and model approval, will be carried out at CIMM every Monday(except when it is a public holiday), from 10:00 to 13:00 and from 15:30 to 17:30.
  5. Vehicle inspections of cars, trailers and semi-trailers, for the purpose of vehicle registration, will be carried out at CIVA from Monday to Friday (except public holidays), between 09:45 and 12:45.
  6. Vehicle inspections of motor scooters and motorcycles, for the purpose of vehicle registration, will be carried out at CIMM from Monday to Friday (except public holidays), between 09:45 and 12:45.
  7. Japan requires that all Japanese cars (completely new ones included) must be registered and de-registered before they can be exported. To comply with this requirement, the following measures have been in place since February 2004: when applying for Motor Vehicle Brand and Model Approval/vehicle initial registration of a Japanese car, in order for this car to be considered as a completely new one, the relevant importer has to first submit its certificate of inspection (or document of the same nature) issued by the competent Japanese authorities, followed by its Export Certificate, and that the application of the second document must be made within 10 working days from that of the first one. Failure to do so will result in rejection of the application and the car concerned will have to be transported out of Macao.
