Service Description

The Certificate of Entitlement to the Right of Abode is an effective document that confirms the status of a permanent resident of the Macao SAR.

Service Targets and Eligibility

Following persons who claim that they have the right of abode in the Macao SAR but they do not possess a valid Macao Resident Identity Card or Macao SAR Resident Identity Card and who do not settle in any part of the People’s Republic of China (except Hong Kong SAR and Taiwan Region) must apply for the Certificate of Entitlement to the Right of Abode:

a. Chinese nationals who were born in Macao before or after the establishment of the Macao SAR and whose parent was legally residing in Macao or has already obtained the Right of Abode in Macao at the time of their birth;

b. Chinese nationals who have ordinarily resided in Macao for a continuous period of not less than 7 years before or after the establishment of the Macao SAR;

c. Persons of Chinese nationality born outside Macao whose parent, at the time of their birth, was a Chinese citizen and Macao permanent resident as mentioned above in a. and b.;

d. Persons of both Chinese and Portuguese descent born in Macao before or after the establishment of the Macao SAR who take Macao as a place of permanent residence and whose parent, at the time of their birth, was legally residing in Macao or has already obtained the right of abode in Macao;

e. Persons of both Chinese and Portuguese descent who have ordinarily resided in Macao for a continuous period of not less than 7 years before or after the establishment of the Macao SAR;

f. Persons born outside Macao who hold Chinese nationality or have not yet chosen their nationality and who take Macao as a place of permanent residence and whose parent, at the time of their birth, was a Macao permanent resident of both Chinese and Portuguese descent as mentioned above in d. and e.

Persons mentioned in items d., e. and f. must declare to take Macao as a place of permanent residence before the issuance of the Certificate of Entitlement to the Right of Abode in Macao when their right of abode in the Macao SAR has been confirmed.
