Application procedure and required documents:
The applicant is required to submit the following documents or information in writing:

  1. Cover letter;
  2. The completed application form (Application for the issuance of Air Operator Certificate (AOC) FS/APP/001); (application form can be downloaded from AACM homepage)
  3. Proof of company registration in Macau;  (Company registered in DSAJ can authorize AACM to check online so will be exempted for submission)
  4. Business plan;
  5. Proof of sufficient financial resources to conduct the proposed operations;
  6. For scheduled services, proposed routes, including geographical tracks, minimum flight altitudes, destination and alternate aerodromes to be used including data on instrument approach procedures, proposed aerodrome operating minima, navigation and communications facilities;
  7. Schedule of Events with appropriate events addressed and target dates;
  8. Detailed Compliance Statement;
  9. Documents of purchase, leases, contracts or letters of intent for aircraft, facilities, training and services appropriate to the operation proposed;
  10. Sub-concesssion contract, if applicable.

Note: Aside from the above listed documents, the applicant is required to submit a formal application package which must include all the required documents stipulated in Appendix 1 to the Aeronautical Circular No. AC/OPS/004.

Application shall be made in writing.

Charge

The charge is calculated based on the aircraft fleet that the applicant plans to purchase, according with the maximum take-off weight (MTOW) of the aircraft as follow:

2,000kg and below:
The aircraft that has the greatest MTOW in the fleet – MOP10,500 plus 10% stamp duty.
The other aircraft in the fleet – MOP5,250 each plus 10% stamp duty.

2,001kg to 55,000kg:
The aircraft that has the greatest MTOW in the fleet – MOP52,200 plus 10% stamp duty.
The other aircraft in the fleet – MOP26,100 each plus 10% stamp duty.

55,001kg to 100,000kg:
The aircraft that has the greatest MTOW in the fleet – MOP69,600 plus 10% stamp duty.
The other aircraft in the fleet – MOP34,800 each plus 10% stamp duty.

100,001kg to 160,000kg:
The aircraft that has the greatest MTOW in the fleet– MOP105,000 plus 10% stamp duty.

The other aircraft in the fleet – MOP52,500 each plus 10% stamp duty.
160,000kg and above:

The aircraft that has the greatest MTOW in the fleet – MOP210,000 plus 10% stamp duty.
The other aircraft in the fleet – MOP105,000 each plus 10% stamp duty.

Note: The fee should be paid at the time the application is submitted.


Processing time

The approval process will commence upon receipt of all the documents. The time required is to be determined on a case by case basis. For details, please contact the Civil Aviation Authority.
