How to Apply

Application deadline

Apply as needed, there is no application deadline. However, applicants are required to hold a valid Operating License for Rough Diamond Economic Activities.

Application procedures and required documents

  1. Applicants must submit applications for Export License and Kimberley Process Certificate simultaneously by means of EDI.
  2. Applications require the completion of an application form and uploading of:
  • A copy of the Kimberley Process Certificate issued by the competent authority of the place of provenance at the time of the import of the rough diamonds concerned (more than one Certificate may be uploaded).
  • A declaration made through EDI that “declares that the rough diamonds to be exported comply with the requirements of the Kimberley Process Certification Scheme and are destined to one of the participating countries or territories; and ensures that the rough diamonds concerned are to be contained in tamper-resistant containers in the course of transport”.
  • Commercial invoices of the rough diamonds concerned, manifests of cargo, remittance receipts, etc.

Fee

MOP70 per each Kimberley Process Certificate.


Time required for approval

10 working days upon receipt of all required application documents.


Note/Information for applicants

Applicants are required to apply for an EDI service account in advance, and sign by means of a qualified certificate electronic signature issued by the Macao Post and Telecommunications Bureau (CTT).


Enquiry on progress and collection of results

DSEDT issues the Kimberley Process Certificate fee payment advice through EDI. Applicants are required to pay the fee in-person at the DSEDT office or through the “Administrative Services » e-Services » Kimberley Process Certificate Fee Online Payment” section at the DSEDT website (platform hyperlink). Upon payment, DSEDT issues the Export License through EDI. The relevant Kimberley Process Certificate will be delivered to the designated location at the time of customs clearance.
