Mainland China, Hong Kong and Macao signed cooperation arrangement on joint maintenance management

The Civil Aviation Administration of China, the Civil Aviation Department of Hong Kong SAR and the Civil Aviation Authority of Macao SAR met together in Shenzhen on 30 November 2021 to sign the cooperation arrangement on joint certification management.

The Civil Aviation Administration of China (CAAC), the Civil Aviation Department of Hong Kong SAR (HKCAD) and the Civil Aviation Authority of Macao SAR (AACM) met in Shenzhen today (30 November 2021) to sign the “Joint Maintenance Management Cooperation Arrangement”, with the objective of seizing the opportunities from the National 14th Five-Year Plan to foster the development of the civil aviation maintenance industry for regional integration.

After the signing, the civil aviation authorities of the three places can facilitate the aircraft maintenance organizations for reducing the work load and the economic burden due to redundant inspections and testing and will also give the aviation industry a greater facilitation in selecting their maintenance organizations. In addition, the signing of the arrangement can also boost efficient flow of personnel between the three places, expand the mutual recognition of professional qualifications in the aviation maintenance field, and facilitate the scope of cooperation through the mutual acceptance of aircraft maintenance license holders to work in the aircraft maintenance organizations in the three places. It will help the three Authorities to achieve resources sharing and collectively foster the aviation development of the Guangdong-Hong Kong-Macao Greater Bay Area.

In establishing and maintaining closer cooperation on continuous airworthiness, the three parties built up a joint maintenance management platform since 2001, and signed the Cooperation Arrangement on Mutual Acceptance of Approval of Aircraft Maintenance Organizations and the Cooperation Arrangement on Mutual Acceptance of Approval of Aircraft Maintenance Training Organizations in 2006 and 2013 respectively, so as to promote civil aviation safety management and achieve win-win development through collaboration between the three places.

The signing ceremony was convened in Shenzhen at 15:30 today. The signatories representing the three parties were the Deputy Administrator of CAAC, Mr. Hu Zhenjiang, the Director General of HKCAD, Mr. Victor Liu and the President of AACM, Mr. Chan Weng Hong.
