Small and medium sized enterprises (hereinafter referred to as SMEs) play an important role in the economy of Macao, as they contribute significantly to economic development and employment. Supporting the development of SMEs is always a long-term policy of the Government of the Macao Special Administrative Region (hereinafter called Macao SAR). In May 2003, the Macao SAR introduced the SME Aid Scheme in response to the economic situation of the society at that moment. This scheme provides interest-free financial assistance to ease the difficulties of the SMEs affected by SARS, as well as to support SMEs in improving their operating conditions and enhancing their operational capabilities.

As Macao’s economic environment continues to change, in order to continue supporting local SME development effectively and appropriately, the Macao SAR government has continuously improved the “SME Aid Scheme” and revised its legal regime in 2006, 2009, 2012, 2017, 2020, 2024 and 2026 respectively. In this way, as the economy of Macao develops, SMEs are also provided with corresponding support and opportunities to develop, increase business flexibility and agility, and further create room to promote enterprise upgrading and development.

Through the revised legal regime, the fund appropriated for “SME Aid Scheme” can be used to finance: purchase of equipment (includes machinery for production, investment items such as computer or automation hardware and software that enhance productivity and operational capacity) needed for operation; renovation, decoration and expansion projects; the capital for signing commercial concession contract or franchising contract; acquisition of exclusive right for use of technology and intellectual property; advertising and promotional activities; enhancement of capability for operation and competitiveness; the working capital; for SMEs directly affected by extraordinary, unpredictable matters or matters which are beyond human control, especially natural disasters or epidemic diseases, or dramatic changes in the business environment that raise the operating expenses or affect the operating conditions of an enterprise; or enterprises may utilize the assistance simultaneously for the aforementioned purposes both for their business operations in Macao and those expanded to the In-Depth Cooperation Zone in Hengqin.

The maximum amount of aid per enterprise is MOP 600,000. The maximum period for repayment of the loan is 10 years. For those who have fully repaid the loan, the Macao SAR provides a second opportunity to apply for the Scheme.

服务对象及申请资格

Commercial entrepreneurs meeting all of the following requirements may apply for the Aid Scheme on the grounds of operating a small and medium-sized enterprise:

1. Having been registered for tax purposes at the Financial Services Bureau (DSF) for at least 2 years;
2. The individual commercial entrepreneurs (individual owners) must be Macao residents; the collective person commercial entrepreneurs (corporate owners) must have over 50% of their capital contributed by Macao residents;
3. Employing no more than 100 persons in total (employees must be subordinate to the enterprise according to Law No. 2/78/M on the Regulations imposed to Professional Tax, amended by the Approval of the Chief Executive No. 267/2003);
4. Not being a debtor of the Macao SAR;
5. Not being in a situation of refusal of application referred to in Article 17(2) of the current Administrative Regulation No. 9/2003;
6. Having fully repaid the assistance granted under the SME Aid Scheme and the Youth Entrepreneurs Aid Scheme, and having a good repayment record, in case of applying for second assistance;
7. If a commercial entrepreneur applies for the assistance on the grounds of expanding its business operated by the SME to the Cooperation Zone, the following requirements shall also be met:
   1. in the case of an individual commercial entrepreneur, the relevant business shall be operated in the Cooperation Zone under his/her personal name;
   2. in the case of a collective person commercial entrepreneurs (corporate owners), the relevant business shall be operated through a corporate owners set up in the Cooperation Zone, in which it holds over 50% of the capital contribution.

Note: Owners or major shareholders of the enterprise are required to provide personal guarantee for the assistance and provide the required number of guarantors pursuant to the regulation.
