The Statement is a one-time special certificate issued to Macao residents who are not eligible for/have not yet obtained a travel document which entitles them to travel to the Hong Kong Special Administrative Region but need to go there in an emergency.
Target Groups and Application Eligibility
Macao residents who are not eligible for/have not yet obtained a travel document which entitles them to travel to Hong Kong but need to go there in an emergency (e.g. attend funeral, seek urgent medical consultation, visit terminally ill relative, summoned by a foreign consulate in Hong Kong or a Hong Kong court).
