How to Apply

Time Limit for Application

To be applied 4 working days prior to the estimated date of arrival of the vessel.

Formalities and Required Documents

Applications should be made in person or by fax at the Marine and Water Bureau, with the submission of the following:

  1. To be completed according to the type of company and the sailings applied: Scheduled Sailings Application form (format EC1/DET) / Application form for port call for vessels (non-international certificates) (format EPE1/DET) / Application form for port call for vessels (international certificates) (format EPE2/DET) / Application form for one-off sailing – berthing (format EC3/DET); (the form can be obtained from the location for application)
  2. Application form for miscellaneous licences (format V1/DET) (if applicable); (the form can be obtained from the location for application)
  3. Notification of estimated time for port call (format EPE3/DET) (which can be applied online via the “system of electronic service for port call of engineering ships (no English translation)”); (the form can be obtained from the location for application)
  4. Application form for pilotage (format P1/DET) (if applicable); (the form can be obtained from the location for application)
  5. Valid photocopy of certificate of navigation;
  6. Photocopy of crew list and certificate of competency for seafarer;
  7. Original copy of sea dumping permit needs to be presented (if applicable).

Documents required to be processed / applied in advance:

  1. Sea dumping permit (if applicable);
  2. Construction floor plan (if applicable);
  3. Other documents relevant to the project and facilitating processing of the application (if applicable) (original copies to be presented for verification);
  4. Official letter from tugboat company (if applicable).

Processing Time

  • Upon submission of all necessary documents, the processing time is 4 working days, excluding the day of application submission (except passenger crafts or cases involving pollution problems). (Performance Pledge)
  • The processing time of applications for scheduled sailings varies according to the actual circumstances.

Notes for Application

  • Pursuant to Article 76 of “Regulations of Maritime Activities”, approved by Decree-Law No. 90/99/M of 29 November, as amended by Administrative Regulation No. 12/2020, vessels permitted to enter shall apply for port clearance before leaving the port of Macao, excluding those being exempted.
  • Fees and stamp duty incurred by the above port clearance, relevant fees and stamp duty are charged according to the “General table of fees of the Marine and Water Bureau” and the Chief Executive Dispatch No. 87/2021, republishing the full texts of the “Stamp Duty Regulations” and its annex, “General Table of Stamp Duty” respectively.
