Application procedure and required documents:
The operator is required to submit the following documents or information:
1. The completed “Application Form for Scheduled Air Services to/from Macao SAR”;
2. Letter of designation from the State designating the operator;
3. A valid Air Operator Certificate (AOC) or equivalent document issued by the aeronautical authorities of the State designating the operator, certifying that the aeronautical authorities are satisfied that the operator is competent to secure the safe operation of aircraft on flights for the purpose of commercial air transport, in accordance with such conditions and limitations as may be specified in the certificate. This certificate shall contain at least the following:
a) Operator’s identification (name, address, etc);
b) Date of issue and period of validity;
c) Description of the types of operations authorized;
d) The type(s) of aircraft authorized for use; and
e) Authorized areas of operation or routes;
4. Documentary evidence from the operator’s insurance company to show that the operator carries appropriate insurance regarding legal liability to passengers and cargo (the Montreal Convention 1999 requirements apply), and legal liability to third parties.
5. Certificate of registration of aircraft to be used in the requested operation;
6. Airworthiness certificate of aircraft to be used in the requested operation;
7. Noise certificate of aircraft to be used in the requested operation;
8. Summer / winter operational timetables.
Note 1: For items 5 to 7, only one document is required for each aircraft type.

Methods of Application
Online Application (Primary channel)
Air operators or agents can submit flight authorization applications and related supporting documents via the Flight Application System. Please click the following link to register an account:

In addition, for flights involving the transport of dangerous goods as cargo into/out of the Macao SAR aerodromes, air operators based outside of Macao or its agents shall submit dangerous goods permit application together with the required supporting documents via the Flight Application System for separate dangerous goods permit.
Note: Lithium batteries shipments, in particular those mentioned in the AACM Safety Notice (SN-2022/02), are considered dangerous goods and shall be handled and transported in accordance with ICAO Technical Instructions (TI).
Flight authorization applications and dangerous goods permit applications can be submitted simultaneously. However, air operators or agents shall take note of the different submission timeframes to avoid undue delays in processing the relevant application.

Processing time
The authorization process will not take more than 15 working days to complete (time guaranteed in performance pledge).
Note: The time guaranteed commences from the next date following the date of submission of all required documents or information.
