The Chief Executive, Mr Sam Hou Fai, chairs the sixth working meeting of the leading group for the promotion of the construction of the Guangdong-Macao In-Depth Cooperation Zone in Hengqin.
The Chief Executive, Mr Sam Hou Fai, today presided over the sixth meeting of the leading group for the promotion of the construction of the Guangdong-Macao In-Depth Cooperation Zone in Hengqin. The meeting was held to convey the key messages from a recent special conference on advancing development of the Cooperation Zone, and to lay out plans for implementing the conference’s directives.
During today’s meeting at Government Headquarters, the Secretary for Economy and Finance, and Executive Director of the Cooperation Zone’s Executive Committee, Ms Ng Wai Han, delivered a briefing on the outcomes of the special conference. All five governmental Secretaries delivered remarks relating to their respective portfolios. That was followed by concluding remarks from the Chief Executive.
Mr Sam stated that the recent special conference had been convened in order thoroughly to study and implement President Xi Jinping’s important instructions and directives on the development of Hengqin. Mr Sam called for effort to accelerate the implementation of the package of policy measures for deepening the development of the Cooperation Zone, and to support Macao’s work in actively aligning with the country’s 15th Five-Year Plan and in implementing the Third Five-Year Plan for Economic and Social Development of the Macao Special Administrative Region (MSAR) (2026-2030), with a view to elevating Hengqin’s development to a new stage.
Deputy Head of the Central Leading Group for Hong Kong and Macao Affairs, Director of the Hong Kong and Macao Work Office of the Communist Party of China (CPC) Central Committee and Director of the Hong Kong and Macao Affairs Office of the State Council, Mr Xia Baolong, had attended the recently-held conference and delivered a keynote speech.
During today’s meeting, Mr Sam stressed the need to apply thoroughly the spirit of the special conference, study the speech delivered by Director Xia, and fully implement all assigned tasks.
The Chief Executive called first, for those at today’s meeting to recognise fully the significance of the recent high-level, wide-reaching, and impactful conference, which had been held at a key juncture marking the fifth anniversary of the Cooperation Zone’s establishment, and had demonstrated the central authorities’ strong commitment to Hengqin’s development. Second, Mr Sam said that the conference should serve as a catalyst to accelerate the implementation of the package of policy measures. Third, the Chief Executive said comprehensive planning must be undertaken for future work, to drive all initiatives in the Cooperation Zone forward with greater ambition and for greater impact.
Mr Sam reiterated that matters concerning Hengqin must be treated as matters concerning Macao itself. All sectors of the MSAR Government must embrace the concept of the “Macao-Hengqin Integrated Strategy”; advance the construction of the four major projects, and consider institutional alignment and mechanism integration as necessary breakthroughs to promote deeper integration between Macao and Hengqin.
Other members of the leading group on the Cooperation Zone that attended today’s meeting included: the Secretary for Administration and Justice, Mr Wong Sio Chak; the Secretary for Security, Mr Chan Tsz King; the Secretary for Social Affairs and Culture, Ms O Lam; the Secretary for Transport and Public Works, Mr Tam Vai Man; and the Chief-of-Office of the Chief Executive’s Office, Ms Chan Kak.
