Application Procedures and Documents Required

Application via self-service kiosks (Number tag is not required):

Applicants who lodge application with self-service kiosks need to present their Electronic Identity or the original Macao SAR Resident Identity Card (BIR).

The service is applicable to persons who fulfill all of the following criteria:

  • Chinese or Portuguese national who is holding a valid Macao SAR Permanent Resident Identity Card or Macao SAR Non-Permanent Resident Identity Card
  • The Visit Permit to HKSAR will expire in 9 months or has expired
  • The resident is aged 5 or above on the issuance date of the resident identity card

Notes

  • Application for travel document of minors must be lodged with the presence of both parents or guardian who is holding a valid Macao resident identity card.
  • For the travel document photo, applicants may choose to use the photograph taken on-site at the self-service kiosk, or use the photo for identification documents in “My Photos” of the “Macau One Account” which is taken by a contracted photography studio in the past 6 months.

The self-service kiosks are not applicable to applicants under the following conditions, they are required to obtain a tag number and lodge their applications at service counters.

  • Resident identity card has expired (except residents who are renewing identity card without changing personal information)
  • Application lodged by a delegate
  • An interdicted person or quasi-interdicted person
  • Replacement due to loss (proof of loss issued by the police force is required) or damage before the travel document expires.

“Macao One Account” mobile application

Applicants are required to download the “Macao One Account” mobile application .

This service is applicable to persons who fulfill the following criteria:

First-time application or renewal application for travel document which will expire within 9 months or has expired

Notes on Online Application for Travel Documents

  • The online service is applicable to the first-time application or renewal of travel documents which will expire in less than nine months or have expired.
  • Applicants have to log in to the “Macao One Account” to lodge the application.
  • Applicants who cannot pass the facial recognition will not be able to apply for travel documents online. If applicants are twins or multiples, they can lodge the application for travel document through “Macao One Account” provided that they have bound the electronic identity with their mobile phone.
  • Applicants have to choose the photo for identification documents from “My Photos” of the “Macao One Account” which is taken by a contracted photography studio within the past 6 months. Please refer to the list of contracted photography studios of “My Photos” of the “Macao One Account”. (Note: In order to avoid hindrance when using the travel document, DSI will request the applicant to submit additional photo if the photo provided does not meet the specified requirements. Moreover, the receipt QR code is provided by “My Photos” contracted photography studios, DSI will not charge any fee.)
  • Applicants have to agree to use the personal information stored in the Identification Services Bureau for lodging the application.
  • Applicants have to take a selfie which will be checked against the identification document photo.
  • Applicants who are 18 years old or above are required to collect their documents at the DSI offices or service centres in person (if the former travel document is still valid, please present it for cancellation when collecting the new travel document).
  • Notes to applicants under 18 years old
    • The application has to be lodged by using the “Macao One Account” of the applicant’s father, mother or guardians, in which the applicant’s “Photo for identification documents” has to be uploaded.
    • The service is only applicable to applicants who are at least 5 years old on the latest issuance date on the Macao Resident Identity Card. In addition, young children may not be able to pass the facial recognition if there is a significant change in their facial appearance.
    • Both parents or guardians are required to conduct facial recognition;
    • The new document must be collected by the applicant’s parent or the guardian.

Circumstances under which online application for travel document is not applicable:

  • The Macao Resident Identity Card has expired (except for individuals who are in the process of renewing their identity card);
  • Interdicted person or quasi-interdicted person;
  • The application for travel document is due to loss or damage of document;
  • Either parent or guardian of the underage applicant under the age of 18 does not hold a Macao Resident Identity Card.

Required documents for online application:

  1. The applicant’s original travel document (in case of document renewal);
  2. A photo that is qualified for identification documents has been uploaded to “My Photo” of the “Macao One Account”.

Application at counter

(Applicants are required to obtain a number tag in advance. For the methods to obtain the tag number, please refer to “Methods to Obtain Tag Number and Appointment” of the website of the Identification Services Bureau.)

Required Documents:

  • The original of Macao SAR Permanent Resident Identity Card, or Macao SAR Non-Permanent Resident Identity Card (will be returned to the applicant after verification);
  • For the travel document photograph, applicants can choose to submit a 1.5-inch, color, bareheaded and full-faced photograph in plain white background which is taken at a photography studio within the last 6 months or use the photograph taken on-site at no cost (Click here for Photograph Specifications). Also, they can choose the photograph for identification documents from “My Photos” of the “Macao One Account” which is taken by a contracted photography studio within the last 6 months. For instructions on adding identification document photo to the “Macao One Account”, please refer to the promotion details of “My Photos” of the “Macao One Account” and the list of contracted photography studios. (Please refer to Remarks 1 and 2);
  • The former of Visit Permit to HKSAR, in case of renewal (Applicants can renew travel documents which will expire in less than 9 months or have expired);
  • An official loss report issued by the competent authority (e.g. police) if applicants cannot submit the former Visit Permit to HKSAR;
  • If applicants are below 18 years old, their parents or persons who execute the parental rights or the guardianship in compliance with the law must present their original identification documents (documents will be scanned and returned after verification), and sign in the signature field on the application form. (Please refer to Remarks 3 and 4.)

Remarks 1: If the photograph submitted or the image taken does not meet the requirements after examination, this bureau will request the applicant to provide another recent photo.

Remarks 2: The receipt QR code is provided by “My Photos” contracted photography studios, DSI will not charge any fee.

Remarks 3: If either parent cannot accompany his/her child to submit the application for the travel document, such parent has to fill out the authorization form and provide a photocopy of a valid identification document which bears his/her signature.

Remarks 4: If parents of the applicant are in the state of unmarried, separation, partition of property or divorce, or either parent is unable to sign the application form due to certain reason (e.g. missing), the other parent has to prove the entitlement to exercise parental rights in order to lodge the application for his/her underage children.

  • Applicants under the following circumstances who lack financial capability to pay the applicant fee may apply to this bureau for a fee exemption, which is subject to approval:

Types

Requirements

Unemployment

1) Applicants have to sign the application form for fee exemption;
2) Applicants have to sign a declaration to declare their unemployment status;
3) In order to prove the lack of financial capability due to long-term unemployment, applicants have to submit receipts of Employment Registration issued by the Labour Affairs Bureau (DSAL) in the past 12 months.

Poverty

1) Applicants have to sign the application form for fee exemption;
2) Submit a photocopy of a valid Beneficiary Card issued by the Social Welfare Bureau (IAS). (The original document is required for verification.)

Disability

1) Applicants have to sign the application form for fee exemption;
2) Submit a photocopy of a valid Disability Assessment Registration Card issued by the Social Welfare Bureau (IAS). (The original document is required for verification.)
Note: If necessary, this bureau may request applicants to provide additional supporting documents to verify their financial incapability.

Processing Time

5 working days after the date of submission of all required documents (DSI can adjust the expected collection date).

Note:

  • The collection date is counted from the day after DSI has received all required documents. DSI can adjust the expected collection date.
  • If the applicants choose to collect the documents in Hengqin, the documents will take additional 5 working days to be collected (i.e. estimated collection date plus 5 working days).

Remarks/ Notes for Application

Validity

  •  The validity of the “Visit Permit to HKSAR” must not exceed 7 years and the holder has to apply for a new permit after its expiry. The holder can pay multiple visits to the Hong Kong SAR with a valid “Visit Permit to HKSAR”.

Period of Stay

  •  Macao SAR Permanent Residents possessing a “Visit Permit for Residents of Macao SAR to the HKSAR” can enter the HKSAR as visitors and stay for a maximum period of 180 days if the immigration requirements are duly fulfilled.
  •  Macao SAR Non-Permanent Residents possessing a “Visit Permit for Residents of Macao SAR to the HKSAR” can enter the HKSAR as visitors and stay for a maximum period of 30 days if the immigration requirements are duly fulfilled.

If the applicant or the legal representative is unable to come to this Bureau in person to collect the document, please complete the authorisation form on the receipt and attach a copy of the applicant’s or the legal representative’s identification document. The authorized representative should present his/her original identification document. (When collecting the new travel document, the original travel document should be submitted for cancellation if it is still valid.)

Document Collection Procedures:

  • Scan or input your receipt barcode. (If the receipt barcode cannot be detected, please ask our staff for assistance.)
  • Be aware of your name and the corresponding counter number shown on the screen.
  • Collect your document or certificate at the designated counter.

Collect in person:

Verification of applicant’s identity is required at the time of document collection.  For identity card renewal or the former travel document has not expired, the former identity document must be brought along for cancellation.

Collect by an authorized person:

To authorize a representative to collect the document, the applicant has to fill out the authorization form on the receipt and sign the receipt according to the Macao SAR Resident Identity Card signature. Details of the procedure can be found at DSI’s Questions and Answers.
