Operating Licence of Regular Maritime Passenger Transport and Ferry Route Permit

Introduction

Application for operation licence of regular maritime passenger transport activities and ferry route permits, which entitle operators to operate maritime passenger services taking the Macao Special Administrative Region as a port of departure, transit or destination.

Target Groups and Application Eligibility

Application for “Operating Licence of Regular Maritime Passenger Transport Activities”:
Entities which intend to operate regular maritime passenger transport services which take the ferry terminals of the Macao Special Administrative Region as a port of departure, transit or destination; Pursuant to Administrative Regulation No.34/2009, as amended by Administrative Regulation No. 16/2021, entities which meet the following requirements can only be granted the licence to operate regular maritime passenger transport services:
1. companies with maritime passenger transport as their major business;
2. companies established in the MSAR or which have an appointed representative, according to the Commercial Law, when established outside of MSAR;
3. when legally established in the MSAR, its capital, fully paid, should not be less than MOP10,000,000;
4. when legally established outside of MSAR, its transferable capital should not be less than MOP10,000,000;
5. provide the adequate qualifications and credibility of operating regular maritime passenger transport services;
6. demonstrate to be financially, technologically and professionally capable;
7. operators must incorporate at least two supervisors with senior maritime qualifications and more than two years of management experience.

Renewal of “Operating Licence of Regular Maritime Passenger Transport Activities” and “Ferry Route Permit”:
Entities holding “Operating Licence of Regular Maritime Passenger Transport Activities” and “Ferry Route Permit”, which operate regular maritime passenger transport services.

Reissuance of “Operating Licence of Regular Maritime Passenger Transport Activities” or “Ferry Route Permit”:
Entities operating regular maritime passenger transport services lost the “Operating Licence of Regular Maritime Passenger Transport” or the “Ferry Route Permit”.

Addition of “Ferry Route Permit”:
Entities which have been granted an “Operating Licence of Regular Maritime Passenger Transport” are interested to open more routes which take the ferry terminals of the MSAR as a port of departure, transit or destination.

Application Result

Application for “Operating Licence of Regular Maritime Passenger Transport Activities” :
Once approval is granted, the applicant will be issued “Operating Licence of Regular Maritime Passenger Transport Activities” and “Ferry Route Permit”.

Renewal of “Operating Licence of Regular Maritime Passenger Transport Activities” and “Ferry Route Permit”:
Once approval is granted, the “Operating Licence of Regular Maritime Passenger Transport Activities” and “Ferry Route Permit” of the applicant will be renewed.

Reissuance of “Operating Licence of Regular Maritime Passenger Transport Activities” or “Ferry Route Permit”:
Once approval is granted, the “Operating Licence of Regular Maritime Passenger Transport Activities” or “Ferry Route Permit” of the applicant will be reissued.

Addition of “Ferry Route Permit”:
Once approval is granted, the applicant will be issued a “Ferry Route Permit”.
