Visitor arrivals for June 2014
Information from the Statistics and Census Service (DSEC) indicated that visitor arrivals increased by 5% year-on-year to 2,432,041 in June 2014; same-day visitors accounted for 53% of the total, at 1,297,678. Growth in visitor arrivals slowed after the increases during the Easter and Labour Day holidays. Analysed by place of residence, visitors from Mainland China totalled 1,597,289, up by 9% year-on-year, coming primarily from Guangdong Province (667,052), Fujian Province (72,061) and Hunan Province (57,960); Mainland visitors travelling under the Individual Visit Scheme rose by 11%, at 672,405. Visitors from Taiwan (85,350), the Republic of Korea (41,786) and Japan (24,208) increased further by 12%, 24% and 25% respectively year-on-year, while those from Hong Kong (513,561) decreased by 8%. Long-haul visitors from the United States (15,317) registered year-on-year increase; on the contrary, visitors from Australia (6,899), Canada (4,422) and the United Kingdom (3,908) marked decrease. The average length of stay of visitors remained unchanged from a year earlier, at 1.0 day in June 2014; overnight and same-day visitors stayed an average of 1.9 days and 0.2 day respectively. In the first half year of 2014, visitor arrivals reached 15,283,847, up by 8% year-on-year, and same-day visitors took up 54% of the total. Visitors from Mainland China (+15%), Taiwan (+2%) and the Republic of Korea (+18%) increased year-on-year, while those from Hong Kong (-6%) decreased. Moreover, long-haul visitors from the United States, Australia and the United Kingdom recorded year-on-year growth; however, those from Canada and France registered decline.

28th MIMF Outreach Programme

The 28th Macao International Music Festival (MIMF) Outreach Programme offers 26 activities, divided into 9 categories including talks, pre-performance talks, workshops, master classes, sharing sessions, backstage tours, children's corner, community promotion activities and scholastic programmes, breaking concert halls and stage barriers and getting into the communities to further develop Macao residents' musical taste. This year, the MIMF carries on its dedication to the training of local music talents and to the establishment of an exchange platform with world renowned musicians. Therefore, it collaborates once again with jazz master Zé Eduardo and his band by organizing jazz workshops comprising beginners', elementary and advanced courses. All workshop participants will have the opportunity to participate in the "Music Sharing Session" to be held on August 30, revealing to the audience the results of this learning experience. The Festival also invites jazz experts from the cross straits region to taste coffee and discuss music with aficionados of this genre during Café Jazz Days. The violin and cello master class by the duo parnas sisters, young American violinist Madalyn Parnas and cellist Cicely Parnas, is designed to teach violin and cello students on an individual basis, share experiences and demonstrate the playing skills of a string duo. Interested parties are encouraged to form a string duo to receive special guidance. American group Anonymous 4 will share their experience in singing classical and traditional religious music and the skills of a cappella singing in a master class designed for participants over 12 years of age with singing experience. In order to allow the public to analyse different types of music using accessible language, the MIMF has invited academics, critics and composers from Mainland China, Hong Kong and Macau to give talks on music related topics. Guest speakers include Victor Pang, Artistic Director of theatre company Actors' Family (Hong Kong); Leon Ko, composer for musical theatre and cinema (Hong Kong); Leung Hio Ming, experienced musician (Macao); Kung Chi Shing, composer (Hong Kong); Yang Yandi, Vice-President of the Shanghai Music Conservatory (Mainland China); Chow Fan Fu, music critic (Hong Kong). Talks cover different genres, from mediaeval music, opera, multimedia experimental music to Broadway musicals. Participants in three or more lectures can receive a free ticket for the opera Norma or Hairspray – The Musical. Internationally acclaimed icon of avant-garde contemporary music, Laurie Anderson participates in a sharing session with the public, in order to share her creative ideas and performance anecdotes, while ensemble Canadian Brass humorously shows different styles to play brass instruments. Additionally, the many pre-performance talks allow the public to have an ever more immersive musical experience. The MIMF also organizes backstage tours to the opera Norma and the musical Hairspray, giving the audience a glimpse of what's behind the stage. The Children's Musical Drama Workshop allows participants to understand musical drama through body language and games. At the end of the workshop, the younger ones will watch Hairspray - The Musical with the instructors. In order to encourage students to enter performance halls, promotion activities will be held in schools, who can register to watch Hairspray's public rehearsal. The Festival further seeks to bring music to different neighbourhoods and communities, As such, the Macao Kaifong Cantonese Opera Juvenile Troupe will perform in nursing homes and hospital wards in Macao. 28th Macao International Music Festival

The 28th Macao International Music Festival (MIMF), organised by the Cultural Affairs Bureau of the Macao S.A.R. Government, takes place from October 3 to November 1, bringing to the territory outstanding artists and ensembles from the U.S.A., United Kingdom, Canada, Russia, Portugal, Italy, Argentina, Poland, Mainland China, Hong Kong, Macao and Taiwan, in a total of 25 shows, offering the public high level concerts during Fall. Opera Norma marks the Festival's opening; "Hairspray – The Musical" closes the season Annually, the MIMF presents outstanding opera productions highly anticipated by the public. This year, the Festival takes off with "Norma – Opera in 2 Acts by Vicenzo Bellini", by the Teatro Regio de Torino, from Italy, gathering extraordinary opera singers and actors under the baton of Macao Orchestra's Conductor and Music Director, Lü Jia. Beautiful melodies, refined orchestral music and a dramatic plot make up Bellini's master piece, marking the Festival's grand opening. The inspiring "Hairspray – The Musical" brings the MIMF to a close with spectacular songs and dance, leaving the public a message of courage to pursue their dreams. Hairspray's original Broadway version conquered, in 2003, 8 Tony Awards and 10 Drama Desk Awards. The Teatro Comunale di Bologna, boasting a long history and a vast production experience, presents Giovanni Battista Martini's intermezzos Il Don Chisciotte and Il Maestro di Musica, two satires to the ills of the world, offering a unique operatic experience at the Dom Pedro V Theatre. St. Petersburg Philharmonic Orchestra in Macao; George Lam collaborates with the Macao Chinese Orchestra Acknowledged as one of the greatest orchestras worldwide, the St. Petersburg Philharmonic Orchestra is Russia's oldest and most remarkable symphony orchestra, with exquisite and one of a kind interpretations that have earned the ensemble a reputation in the international arena. The orchestra presents two concerts in Macao, Russian Romanticism and Tales of Russia, where it will execute magnificent pieces under the baton of Conductor Yuri Temirkanov. Well-known Hong Kong singer George Lam joins the Macao Chinese Orchestra to interpret pop hits, appealing to a diversified audience. Possessing extraordinary skill and a refined style, North-American a cappella choir Anonymous 4 will enchant the audience with their flawless voices. Varied chamber music performances The organisation carefully prepared chamber music performances of different styles, periods and nations, from classical music to pop. The recording of Vivaldi's The Four Seasons by globally acclaimed Italian chamber music ensemble I Musici is considered the most influential interpretation of the piece. The ensemble now comes to Macao to demonstrate its mastery of this work, presenting, in addition, a second concert dedicated to Oscar winning movies and cartoon music. Considered the "most famous brass quintet in the world", Canadian Brass will reveal their unparalleled charm on stage; American duo parnas, comprised of two sisters, presents a string duet as well as a children's concert, in cooperation with Little Mountain Arts Association, titled The Discovery of Music, sharing the joys of music with the younger ones in an interactive way. The MIMF also offers performances by the Shanghai Quartet, one of the most notable quartets in today's classical music scene, and a recital by acclaimed Polish composer and pianist Zygmunt Krauze. Following a lengthy absence, the Coro Gulbenkian returns to the city to present charming Portuguese music in two concerts, first at St. Dominic's Church and later at the Macao Cultural Centre. The Chinese Orchestra of the Jiangsu Province Performing Arts Group interprets ancient and modern lyrical Jiangnan Sizhu music at World-Heritage listed Mandarin's House, revealing the essence of this intangible cultural heritage's performing method. Leading performances at Mount Fortress The Festival includes several contemporary leading performances at Mount Fortress, adding to these World Heritage charm and highlighting music's allure. Argentinean guitarist Dominic Miller, frequent contributor to Sting's record producing and tours, brings his band to Macao, creating under the stars a bewitching music fest. Laurie Anderson, one of the most remarkable singers in today's art scene and whose talents extend across visual arts, photography, movie soundtracks, etc, specialises in exploring contemporary culture through innovative multimedia performances. In her last work, The Language of the Future, music lovers can experience the appeal of this versatile artist's music. Well-known Aaron Goldberg Trio gathers piano, bass and drums in a concert that will stimulate the audience's senses through an explosion of emotions and boundless imagination. In addition, St. Dominic's Church hosts religious music concerts, such as an interpretation of Gioachino Rossini's Petite Messe Solennelle by the internationally renowned Coro Lírico Siciliano, from Italy. IFT organises Wine Seminar: Wine Producing Countries of the World: South Africa – with Master of Wine Richard Kershaw

In order for local hospitality professionals to better understand the wine producing country – South Africa, Institute for Tourism Studies (IFT) held a wine seminar: Wine Producing Countries of the World: South Africa at IFT Wine & Tea Room on 22 July, with focus on some special South Africa wine from the "new kids in the block". The participants were able to learn the different wine styles and characteristics of the major and sub regions of the country. Renowned Wine Master Richard Kershaw was invited to be the speaker of the seminar, which attracted 50 local sommeliers and food and beverage managers to participate. A variety of special wines from South Africa were selected for the tasting session, in order to allow the participants to further understand the wine characters of the country. Richard Kershaw worked as a chef before moving to the wine trade. He got a winemaking diploma and traveled as a cellar-hand to various countries – the United States, Chile, France, Germany, Hungary and finally South Africa in 1999. He became assistant winemaker at Mulderbosch where he then took the opportunity as winemaker at Nelson Estate in Paarl before becoming Cellarmaster at Kanu in 2003 and then as Group Winemaker of both Mulderbosch and Kanu in late 2009. In 2011 he pursued his dream of making his own wine from his farm in Elgin, South Africa. In the same year he passed his International (British) Master of Wine. Master of Wine (MW) is the most prestigious title in the world of wine and there are only 312 MWs in the world till now. Co-organised by Wines of South Africa, the outline of the seminar includes general introduction of South Africa, grapes varieties, strength and styles of different regions, viticulture, terroir and wine-making techniques and followed by a wine tasting session.

Consumer Council released its latest ‘Supermarket price survey’ Surveyed spots included supermarkets in São Lázaro and São Lourenço Parishes
Consumer Council conducted its sixth 'Supermarket price survey' in July on 21 July for the implementation of Section 2b), Article 10, Law 4/95/M of 12 June. Surveyed locations included supermarkets in São Lázaro and São Lourenço Parishes. The latest 'Supermarket Price Survey' is now available on Consumer Council's website (www.consumer.gov.mo), and the 'Supermarket Price Information Platform' iPhone and Android apps. The survey is also available free of charge at the offices of Consumer Council, IACM's Iao Hon and S. Domingos Markets, bookstores and libraries. Consumers may also access the resources through WAP channels on their mobile phones. With reference to the local six parishes and the number of supermarkets in each parish, the Council has divided around 100 supermarkets into 8 areas for price collection. The Council collects prices from these supermarkets for the provision of a more comprehensive database for consumers to check price discrepancies and make price comparisons according to their desired locations. AACM grants new aerodrome certificate to Administration of Airports, Ltd.
The Civil Aviation Authority of Macao SAR (AACM) has completed the approval process of the application for the aerodrome certification filed in by the Administration of Airports, Ltd. (ADA). The Authority granted the aerodrome certificate to ADA on 22 July 2014, which is a new certificate issued to Macau International Airport after the effective implementation of Administrative Regulation No. 18/2012 that stipulates aerodrome certification. Administrative Regulation No. 18/2012 has become effective since June 2012, which has then built up a higher-level legal framework governing the requirements of certification and the conditions of operations of civil airports and empowering AACM to conduct regular inspections and renew the aerodrome certificate. In accordance with the requirement, the application for aerodrome certification must be submitted to AACM within six months after the implementation of the above regulation. ADA filed in their application in December 2012 after which AACM initiated the approval process. As part of the assessment, the Authority reviewed the documents including the operations manual, the security programme, the personnel training programme, other operational documents and so on in a strict and thoroughly detailed manner to check their compliance with the respective regulations and the aeronautical circular relating to airport operations. The Authority also performed on-site audit in the airport and has requested ADA to correct the findings spotted in the audit. AACM has now concluded the approval process. The Authority confirmed that the operator has successfully passed the assessment and granted them the aerodrome certificate, a new certificate to be granted after the implementation of the said regulation. The certificate has a validity of five years after which ADA has to submit to the Authority the application for renewal. AACM will continue to carry out its safety oversight of the airport by performing regular audits and inspections. When Macau International Airport commenced its operations in 1995, its technical approval was assessed by International Civil Aviation Organization (ICAO). Before the Administrative Regulation No. 18/2012 was put into force, AACM carried out the yearly audits and inspections on the airport to ensure its operational safety by following the Convention on International Civil Aviation and the ICAO standards. With the publication of Annex 14 Revision 4 of the aforementioned Convention, member states and administrations are required to formulate a legal framework to process aerodrome certification. To comply with this requirement, AACM set off their studies on the drafting of the regulation and solicited opinions of the industry during the legislative process. The process was eventually concluded in 2012 and Administrative Regulation No. 18/2012 was published and put into effect. AACM also granted the new aerodrome certificate to the Heliport at the Outer Harbour Ferry Terminal in August 2013 in accordance with the above administrative regulation.

Montserrat Grants Visa-free Access to the Holders of Macao SAR Passport
The Government of the Macao Special Administrative Region (SAR) was informed by the Government of Montserrat that holders of the Macao SAR Passport can enter Montserrat without a visa for a maximum stay of 6 months. At present, a total of 110 countries and territories have agreed to grant visa-free or visa-on-arrival access to the Macao SAR passport holders, while 10 countries have agreed to grant the visa-free access to the Macao SAR Travel Permit holders.

‘Review on Consumer Protection Law’ public consultation session to be held on 23 July night at Tourism Activities Centre
Legal Affairs Bureau (DSAT), Civic and Municipal Affairs Burea (IACM), and Consumer Council will hold a public consultation session together on 23 July at 7PM, at the Tourism Activities Centre, for soliciting public opinions and suggestions regarding the 'Review on Consumer Protection Law' consultation paper.
The public respond well to the 'Review on Consumer Protection Law' work during the current two-month consultation period, and the working group is now analyzing the suggestions received. A public consultation session will be held on 23 July from 7PM-9PM at Tourism Activities Centre (Congress Hall A, 2nd Floor, Tourism Activities Centre, No.431 Rua Luis Gonzaga Gomes). Members from all industries and the public are welcome to join and express their opinions regarding any consumer rights issues, even those that are not included in the consultation paper.

Consumer Price Index (CPI) for June 2014
Information from the Statistics and Census Service (DSEC) indicated that the Composite CPI (130.72) for June 2014 increased by 5.99% year-on-year, attributable to higher rentals for dwellings and dearer charges for eating out. In comparison with June 2013, notable increase was observed in the price index of Housing & Fuels (+11.77%); Food & Non-Alcoholic Beverages (+6.03%); and Recreation & Culture (+5.48%) on account of rising rentals, as well as higher charges for eating out, recreational & sporting services and package tours. On the contrary, price index of Clothing & Footwear decreased by 0.73%. The CPI-A (131.31) and CPI-B (131.16) increased by 6.51% and 5.85% respectively year-on-year. The Composite CPI for June 2014 increased by 0.50% month-to-month. Rising rentals, dearer charges for package tours, and higher prices of women's Summer clothings pushed up the price index of Housing & Fuels; Recreation & Culture; and Clothing & Footwear by 0.96%, 0.82% and 0.71% respectively. Price index of Food & Non-Alcoholic Beverages increased by 0.39% due to higher charges for eating out and dearer prices of fresh pork, while lower prices of vegetables, fruits, fresh fish and seafood tapered off the increase. On the other hand, price index of Communication decreased by 0.07% month-to-month. The CPI-A and CPI-B increased by 0.53% and 0.50% respectively month-to-month. For the 12 months ended June 2014, the average Composite CPI increased by 5.95% from the previous period. Price index of Housing & Fuels (+11.42%); Food & Non-Alcoholic Beverages (+6.44%); and Household Goods & Furnishings (+6.13%) registered remarkable increase, while price index of Communication decreased by 1.42%. The average CPI-A and CPI-B rose by 6.53% and 5.83% respectively. The average Composite CPI for the second quarter of 2014 increased by 6.17% year-on-year; the average CPI-A and CPI-B rose by 6.60% and 6.09% respectively. For the first half year of 2014, the average Composite CPI increased by 6.14% year-on-year; the average CPI-A and CPI-B rose by 6.69% and 6.05% respectively. The 2008/2009-based Composite CPI reflects the impact of price changes on the general population. The CPI-A relates to about 50% of the households, which have an average monthly expenditure of MOP6,000 to MOP18,999. The CPI-B relates to about 30% of the households, which have an average monthly expenditure of MOP19,000 to MOP34,999.

Seventh Hong Kong Macao Co-operation High Level Meeting held in Macao

The Seventh Hong Kong Macao Co-operation High Level Meeting was held in Macao today, with the Secretary for Economy and Finance Francis, Mr Tam Pak Yuen, and Hong Kong's Financial Secretary, Mr John Tsang Chun-wah, leading delegations to the meeting. The two parties reviewed co-operation in all areas, and discussed the future direction of co-operation. They believed that the present co-operation and communication mechanism is effective and they would continue to actively promote and deepen co-operation in various aspects between Hong Kong and Macao, to achieve complementary advantages and joint developments. Mr Tam pointed out in his review that since the Sixth Hong Kong Macao Co-operation High Level Meeting last year, there has been stable and practical progress in the 19 categories for Hong Kong-Macao co-operation, and there have been new achievements with co-operation in cross-boundary infrastructure and transport, culture, electronic government affairs and food safety. The parties would continue to initiate exchanges on aspects such as tourism, legal assistance, maritime affairs, environmental protection, land mapping, hygiene, financial and labour affairs where various degrees of success have already been achieved. In terms of cross-boundary infrastructure and transport co-operation, the island, tunnel and bridge construction have been fully launched in accordance with plans. Filling of Zhuhai-Macao Port Artificial Island was completed in November last year. The construction of the main body of the Hong Kong-Zhuhai-Macao Bridge, representing 41% of the total investment, was completed in April this year. Guangdong and Macao have reached basic agreement on major principles such as the administrative jurisdiction and jurisdiction of Macao Port Management District. Macao has started the procedures to apply for approval from the State Council, and is awaiting a reply. Meanwhile, the Hong Kong and Macao Cross-Border Road Transport Research Group has been studying in detail the proposals for the future Hong Kong-Macao intercity buses, trucks and drivers. The Hong Kong and Macao Cross-Boundary Road Access Working Group has reached an agreement regarding operations for shuttle buses, land-to-air direct routing airport buses, cross-boundary private cars and cross-boundary drivers. In terms of cultural co-operation, the Cultural Affairs Bureau again invited Hong Kong academics to participate in the follow-up study of the Research on the Indication System of Macao Cultural and Creative Industry in 2013. Macao also sent representatives to Hong Kong to participate in the First Guangdong-Hong Kong-Macao Museum Forum, the 14th International Comic Artist Conference (Hong Kong), and fashion shows and fairs. They also jointly formed the Hong Kong-Macao Film Delegation 2014, to visit film industry bases in Guangzhou and Foshan. In addition, for the very first time, Guangdong, Hong Kong and Macao jointly held the Guangdong-Hong Kong-Macao Film-Making Investment and Exchange Conference 2014 in Macao. The three parties co-operated to hold large-scale original exhibitions of "Historical Imprints of Lingnan: Major Archaeological Discoveries of Guangdong, Hong Kong and Macao" and the second "Maritime Porcelain Road: Relics from Guangdong, Hong Kong and Macao Museums," enriching the cultural life of Guangdong, Hong Kong and Macao. Regarding co-operation in e-government, Macao's Public Administration and Civil Service Bureau and Hong Kong's Office of the Government Chief Information Officer have exchanged views on aspects such as review and approval of Information Projects, IT administration, identity recognition and rights management mechanism, e-government shared structure, management framework for government information security, public e-services, government website regulations, and open data. Regarding food safety co-operation, Macao's Civic and Municipal Affairs Bureau and Hong Kong's Food and Environmental Hygiene Department signed the Letter of Intent on Food Safety in December 2013, to establish a communication mechanism on food safety information. After the letter was signed, there have been 12 reported cases potentially involving food safety that allowed Macao to take prompt follow-up action that minimised risks related to imported food to Macao. The two parties have been continuously strengthening technical exchanges on food safety. During the meeting, representatives of Macao and Hong Kong government departments introduced the latest progress with co-operation in the four above-mentioned areas. Both parties agreed to further strengthen their co-operation. In addition, the two parties exchanged views on promotion of the "one-trip-multiple-stops" tourism route, providing professional training for medical staff, and medicines that may lead to adverse reactions or be sub-standard. They also discussed matters such as technical preparations for offering legal assistance, a study on incentives for foreign ships berthing in Macao to enjoy harbour charge discounts for switching to cleaner fuel during their stay, and expansion of the coverage of satellite positioning reference station services to Hong Kong and Macao waters through data sharing.
