According to the monitoring data of Gamma Radiation recorded for the past 24 hours (12th April 16:01 till 13th April 16:00) by the Taipa Grande Station of the Macao Meteorological Bureau, the Gamma-ray absorbed dose rate per minute ranges between 0.1160 and 0.1291μGy/h (micro Gray / hour) which is far more below the warning level of 0.35μGy/h. The Macao Meteorological Bureau will continue to pay close attention to the radiation level in Macao. If any abnormalities being discovered, we will release related message to the public immediately and inform relevant government departments to adopt relative contingency measures.

(Macao – 12 April 2011) In the wake of the Japanese authorities' raising of the nuclear incident at the Fukushima power plant to level 7 – the highest severity level, the Chief Executive, Mr Chui Sai On, has instructed the relevant departments in Macao to adopt corresponding measures to safeguard the health of the local population. Experts from the Food Safety Task Force met this evening and decided to expand the suspension of food import from the original five stricken prefectures in northeastern Japan to 12 prefectures following the unfolding event at the Fukushima power plant. The 12 prefectures include Chiba, Tochigi, Ibaraki, Gunma, Fukushima, Miyagi, Yamagata, Niigata, Nagano, Yamanashi, Saitama, and Tokyo. The Food Safety Task Force will continue to closely monitor the nuclear incident in Japan and further strengthen inspection of food products imported from Japan to ensure the health of Macao residents. The Law Reform and International Law Bureau (DSRJDI) is going to hold two workshops on International Law on the upcoming April 14th and 15th, from 6:15 p.m. to 8:15 p.m., in the Multi-Function room of the DSRJDI, located on Alameda Dr. Carlos D' Assumpção, n. ° 398, CNAC Building, 6th floor, as part of the 2nd EU-Macao Co-operation Programme in the Legal Field. These workshops will be conducted in English, with simultaneous translation into Cantonese by Dr. Yee Sienho, Professor at the Changjiang Xuezhe and Chief of Experts, Institute for Research and International Law of the Wuhan University, China. The following topics will be discussed in the sessions: 1. The “Kadi” case of the European Court of Justice and the role of International Law in the European Law System and National Laws. a. In the “Kadi” case, the European Court of Justice (ECJ) held that it has the power to conduct judicial review, in the light of the standards of the EC law fundamental rights, over EC/EU measures implementing binding resolutions of the United Nations Security Council. The significance and implications of this holding have received a great deal of attention. This workshop aims at putting this issue in the wider context of law and policy regarding the place of international law in a national or similar legal system including that of the EU System and to argue that the ECJ judgment exhibits a robust form of “regime” (or national) autonomy. 2. The fourth function of the preparatory work of the “LaGrand” case in the International Court of Justice. a. Under customary international law as reflected in the Vienna Convention on the Law of Treaties, the preparatory work of a treaty may serve to (1) confirm a meaning, (2) to remove an ambiguity, or (3) to cure an absurd result , each resulting from the application of the general rule of interpretation. This workshop aims at distilling from the “LaGrand” judgment of the International Court of Justice a fourth function of preparatory work, i.e., the “non-preclusion” of a position resulting from the application of the general rule of interpretation and to highlight the implications of this fourth function for litigators and treaty drafters. The 2nd EU-Macao Co-operation Programme in the Legal Field, which incorporates these workshops, has as its main objective the “Consolidation of the Macao Legal System” and will take place until December 2012. The execution of this Programme is organised by the Law Reform and International Law Bureau, with the participation of several other MSAR's entities and public departments, namely, the Legal and Judicial Training Centre, the Legal Affairs Bureau, the Economic Services, the Financial Services Bureau and the Institute of European Studies of Macao.

The PATA (Pacific Asia Travel Association) 60th Anniversary and Conference opened this morning (April 11) in Beijing, with Vice Premier of the State Council Wang Qishan and Chairman of China National Tourism Administration Shao Qiwei addressing delegates at the opening ceremony. A delegation of Macau Government Tourist Office (MGTO) officials and travel trade members from Macau, led by Director of MGTO João Manuel Costa Antunes, will take part in the event, which will be held from April 9 to 12. This year the event marks both the 60th Anniversary of PATA and the return of the PATA Annual Conference and is expected to attract 1,000 PATA members and tourism professionals from across all sectors of the industry. Under the theme “Building Tourism: Past. Present. Progressive', the conference will address a variety of timely and popular issues ranging from space tourism to the more down-to-earth challenges of changing demographics, distribution, technology, aviation and responsible tourism that shape tomorrow's tourism. Following the Opening Ceremony, PATA Chairman Hiran Cooray, CNTA Vice Chairman Du Jiang and MGTO Director João Manuel Costa Antunes, among other guests, participated in the PATA Gold Awards Lunch and Award Presentation sponsored by MGTO.
