2010MIECF: DSMG conducts researches on climate change and implements internal energy efficiency programs
Climate changes have increased the occurrence of extreme weather conditions, such as the severe drought in Mainland China, and therefore reduction of such changes is of utmost importance. As a government service in charge of monitoring climate changes, Macao Metereological and Geophysical Bureau (DSMG) has for many years actively participated in the research on this issue. In 2007, DSMG became one of the government departments to implement energy-saving pilot programs, to contribute to the mitigation of climate change. Over the past three years, DSMG has also been active in promoting energy conservation internally, by improving the management of energy consumption and equipment, such as the replacement to more energy-saving light bulbs and the monitoring of internal electricity consumption. It is also planning to paste plastic insulation film to the windows to reduce indoor temperature. With the implementation of these series of measures, more energy conservation can be expected. Also, as a result of these efforts, over the past three years, despite increase in the number of human resources and equipment, there has been no corresponding increase in electricity consumption, which shows that the energy conservation measures adopted have been successful. In recent years, DSMG has also actively engaged in the research of climate change, having conducted research programs to assess the past and future climate situation of Macao. DSMG also regularly sends its staff to attend international conferences, to explore the issue of climate change with world experts, in order to be adequately prepared to assist the Macao Government in the setting-up of suitable government policies. Human activities, such as electricity production, transportation tools and greenhouse gases from manufacturing industries are the main sources of global warming. Gaming, rather than the manufacturing industries, is the main business activity of Macao. Therefore, electricity generation is the largest source of greenhouse gas emission here, followed by emissions from vehicles. These two sources already account to 60% of the overall greenhouse gas emissions in Macao. More frequent significant weather changes have occurred in Macao this year. On March 22, Macao registered very unhealthy air quality levels. DSMG considers that the weather disaster cases in various parts of the world concern all of us and everyone should make efforts to mitigate climate changes. On the other hand, the emergence of the dust storms also reflects the situation of desertification in the northern part of China and severe droughts, especially those occurring in the Southwest of China, where millions are still suffering from lack of water, show that extreme weather will frequently occur because of global warming. 2010MIECF: Status of environmental protection in the Pan-Pearl River Delta Region
2010 Macao International Environmental Co-operation Forum & Exhibition (MIECF) is a special event for the environmental industries, as it provides an opportunity for organisations and enterprises from different parts of the world to interact and co-operate. The current edition of the MIECF will take place from April 8 to 10, 2010. ENVIRONMENTAL PROTECTION HAS BECOME A KEY INDUSTRY IN HONG KONG The 9 Provinces and 2 Regions in the Pan-Pearl River Delta (9+2) are actively pushing for the development of the environmental industries. In recent years, Hong Kong has been effectively building its role as a hub for environmental industries, by maintaining close ties with the industrial sectors and government organisations and bringing in advanced equipment from abroad, so as to provide technology, information, communication and co-ooperation channels in environmental protection not only to the local enterprises and organisations, but to enterprises and organisations in Mainland China and other places as well. With regards to policy, the Hong Kong SAR Government has launched several projects and funding schemes to promote environmental protection. In the recent Policy Address, the Government has pointed out environmental industries as one of the six key industries in Hong Kong. This is a clear indication that the development of Hong Kong´s environmental industries will be accelerated in the future. GOOD PERSPECTIVES FOR ENVIRONMENTAL DEVELOPMENT IN YUNNAN Over the past ten years, investment in environmental industries has intensified in Yunnan Province, as reflected by the continued growth of direct investment in green business, at a rate even faster than the GDP growth in the same period, meaning that expansion of the environmental industries can be guaranteed. At the same time, demand for green technology and products has also increased. Up to year-end 2008, Yunnan had a total of 580 enterprises and units engaged in the green business, an 13.1% increase over 2004. In 2008, total revenue from environmental industries reached RMB 7.846 billion. Total sales amounted to RMB 10.2 billion, which was 1.2 times of year 2004´s figures. The green industry continues to grow at an annual rate of 5.7%. At present, Yunnan´s environmental industries is mainly based in Kumming, Honghe, Qujing and Yuxi. Given that, so far, no environmental industries have been set-up in other locations of the said province, there is still wide space for development of the green industry in Yunnan. SICHUAN´S INDUSTRIAL SYSTEM According to information provided the Organisers, Sichuan has basically set-up a comprehensive system for the environmental industries. As a matter of fact, some green technologies and products originated from that province are considered and certified by China Environmental Protection Industry Association as key national environmental technologies and products, widely used not only in Sichuan but in other locations as well. The level of Sichuan´s advisory services in environmental protection has been continually upgraded. Development of the environmental industries in that province is also growing at a fast pace. In fact, the Provincial Government targets the output value from environmental industries to reach 5% of the GDP in 2015, while striving to achieve 10% by year 2020. EXCELLENT RESULTS FROM PARTICIPATION IN MIECF MIECF is organised by the Macao SAR Government and co-organised by the remaining 9 provinces and 1 region in the Pan-Pearl River Delta Region (9+2). Thanks to the platform provided by Macao, MIECF participants will get an in-depth undertanding of the development of the green industries and future policies in that area, by visiting the exhibition and attending the conferences. Last year, 5,697 participants from 43 countries and regions participated in the MIECF, with 254 exhibitors. MIECF resulted in the signing of 20 projects co-operation protocols, valued at about 2.5 billion Patacas, with the participation of different organisations and enterprises. 2010MIECF: Number of exhibitors increases by 40%, Business matchings to promote commercial development
The 2010 Macao International Environmental Co-operation Exhibition and Forum (2010MIECF) has attracted 351 companies and organisations from all over the world, a 40% increase over last year. The Organisers expect that the MIECF will bring significant business opportunities to the exhibitors. This year´s edition of the MIECF will be held from 8 to 10 April at the Venetian-Macao-Resort. This year, the area of the venue has been enlarged by 10%, to 13,465 square metres. According to the latest information, there will be approximately a 40% increase in the number of participating companies and organisations. Also, the number of participating countries and regions has increased to 25, from last year´s 19. At the exhibition venue, there will be several themed areas, including the Macao Pavillion, the Pan-PRD Exhibition Area, the European Pavilion, the Macao Environmental Protection and Energy Saving Industry Exhibition Area, the Low-Carbon Lifestyle Pavilion, Mainland China and International Environmental Protection Enterprises Exhibition Area and China Petroleum and Chemical Industry Association Exhibition Area. In addition, representatives from the United States of America, Canada, Brazil, Mexico, Germany, France, United Kingdom, Portugal, Spain, the Netherlands, Austria, Hungary, Belgium, Italy, Czech Republic, Finland, Sweden, Switzerland, Poland, Romania, Australia, Israel, Pakistan, Singapore, Malaysia, Shanghai, Zhuhai, Zhongshan, Jiangmen will set-up exhibition booths, to feature respective advanced environmental products, equipments, technology and market. Participating exhibitors include international renowned enterprises such as EDP, Lamor, Mitsubishi Chemical, YIngli Group, Hyflux, STSE, Nam Kwong Group and The Venetian Macao. Other well-known exhibitors include GE Water Business Group and Neo-Neon Holdings Limited. The exhibition will feature advanced environmental protection products and services, covering areas such as green building and smart city, integrated waste management system, renewable energy, photovoltaic and solar energy, low-carbon technologies, 3R green quality control, electric cars, electric motorcycles, decontamination equipment, LED energy saving lights, among others. The Organiser expects that this year´s MIECF will not only continue to promote Macao as a platform for international cooperation in the area of environmental protection, but will also introduce to Macao advanced environmental technologies to accelerate the development of the local environmental industry and radiate such advanced technologies to the neighbouring PRD region, so as to further develop the cooperation in environmental protection industry between Macao, Mainland China and the Portuguese-Speaking Countries. Last year´s green business matching has achieved brilliant results, having contributed to the materialization of over 360 business negotiations, resulting in the signing of 20 co-operation projects, amounting to over 2.5 billion Patacas. 2010MIECF: Green business co-operation day to promote regional co-operation
To further strengthen business cooperation in the area of environmental protection, a “Green Business Co-operation Day” and series of related activities will be held on the first day of the 2010MIECF. The Green Business Co-operation Day is aimed at further enhancing Macao´s business networking with international companies, in order to grasp business opportunities derived from the development of the green economy. The event is jointly organised by the China Council for the Promotion of International Trade (CCPIT), Macao Trade and Investment Promotion Institute (IPIM), Macao Chamber of Commerce, the European Union Chamber of Commerce in China, Madrid Chamber of Commerce and industry and the European Union Business Information Programme (EUBIP), with the Economic Information Department of the CCPIT as co-ordinator. By combining the strengths and networking power of the participating trade promotion organisations and chambers of commerce, the Organisers expect that co-operation between Mainland China, Macao and overseas enterprises, in the area of environmental protection industry, will be enhanced. The theme of the Green Business Cooperation Day is “Promoting Regional Co-operation to Create Green Business Opportunities”. Mr Francis Tam Pak Yuen, Secretary for Economy and Finance of Macao SAR has been invited to preside over the opening ceremony and deliver an opening speech. 2010MIECF: MIECF opens on Thursday
The Macao International Environmental Co-operation and Forum and Exhibition (2010MIECF), organised by the Macao Special Administrative Region Government, will open on Thursday (April 8). The Chief Executive, Mr Chui Sai On, will preside over the opening ceremony of the three-day event. 2010MIECF, to be staged at the Venetian Macao-Resort-Hotel from April 8 to 10, attracts hundreds of exhibitors from China and foreign countries seeking green business opportunities, as well as professionals and experts from the business, academic and public organisations to share their views on the latest issues on environmental protection. The Macao Trade and Investment Promotion Institute (IPIM) and the Macao Environmental Protection Bureau (DSPA) are the Host Co-ordinators for the event, while the governments of the nine Pan-Pearl River Delta provinces and the Government of the Hong Kong SAR will act as Co-organisers. The National Development and Reform Commission and the Ministry of Environmental Protection of the People’s Republic of China are Special Supporting Organisations. The theme for the 2010MIECF will be “Macao, the Green Gateway, Green Knowledge, Green Technology, Green Finance”. Essentially through the exhibition of materials and the organisation of a string of forums, complemented by the marking of “Green Business Co-operation Day” and the organisation of business matching, technical visits and a wide range of exchange activities, MIECF aims to promote the green spirit as well as local and international co-operation, through the sharing of the latest environmental technology and solutions, to create more business opportunities for different enterprises. On the afternoon of April 9, the China Petroleum and Chemical Industry Association, Environmental Protection Bureau and Macao Trade and Investment Promotion Bureau will co-organise a forum entitled “Low-Carbon Economy Forum” to explore the relationship between climate change and low-carbon economy, the role of petroleum and chemical industry in developing low-carbon economy, as well as other issues. “The Seminar for International Green Industry Exchanges”, to be held on April 9, from 15:30 to 17:30, will focus on the latest trends, technologies and projects in green business, and look into Macao’s advantages in enhancing business co-operation between the Pan-Pearl River Delta and European Union. The seminar provides a stage for representatives from green businesses and academics from Europe, the Pan-Pearl River Delta and Macao to share their expertise and insights with their counterparts. On the exhibition part, the area for 2010MIECF has increased by about 10% to 13,465 square metres. Last year, green business matching activities held during MIECF achieved outstanding results and contributed to a total of more than 360 business discussions, which resulted in the signing of co-operation protocols related to 20 projects, involving investments of MOP 2.5 billion. Up to today, the Organisers have pre-arranged more than 320 matching sessions and gathered 470 investment projects from Mainland China, Hong Kong, Macao, Britain, Taiwan, Finland, Portugal, Israel and other countries and regions, including projects from local public utilities entities and environmental protection organisations from Mainland China. Promoting green awareness to the public As in the past, in order to enhance public environmental awareness and to educate the public on how to enjoy green living, this year’s MIECF will continue to hold the “Green Public Day” and open this event to members of the public. Parents are urged to bring their children to attend the Green Public Day on April 10. A visit to the area dedicated to environmental protection education is especially recommended for the younger generation, the concept of “show concern about environmental protection, stay closer to nature and enjoy green life”, by means of videos, fun games and exhibits, green fashion and workshops. Visitors may also get the chance to ride on an electric vehicle. On Green Public Day, free shuttle buses will take visitors to the exhibition. The shuttle buses connect Venetian Macao-Resort-Hotel from Av. Dr. Mario Soares (The Macau Square), Avenida do Conselheiro Ferreira de Almeida and Estr. Marginal do Hipodromo. They run every 30 minutes, from 09:00 to 18:30. To allow participants from all over the world to understand Macao’s dedication and support environmental protection issues, Macao Environmental Protection Bureau (DSPA) will organise visits to the Macao Incineration Centre and Coloane Wastewater Treatment Plant. New Masters Degree in Hospitality for Macao’s Future Tourism Leaders
On 6 April, 2010, the Institute For Tourism Studies (IFT) signed a Cooperation Agreement with the University of Nevada, Las Vegas (UNLV), Singapore Campus to offer a Master of Hospitality Administration – Executive Programme in Macao. The President of IFT, Dr. Fanny Vong and the Dean of UNLV’s Singapore Campus, Dr. Andy Nazarechuk, presided over the ceremony that was held in the Pousada Conference Room of IFT. This agreement launches the newest graduate degree programme offering in Macao which is slated to begin August 2010. UNLV’s Master of Hospitality Administration degree programme targets working professionals within the hospitality field. Its flexible programme design, combining distance learning and on-site intensive one-week seminars, is a convenient model for industry professionals to keep their current employment while studying for an internationally recognised graduate degree. The Seminar on Computer and Internet Crimes: Recent Trends and Legal Responds, being part of the 2nd EU-Macao Co-operation Programme in the Legal Field, begins tomorrow Tuesday, April 6, at 6.30pm, in the Auditorium of the Legal and Judicial Training Centre (Luso-International Bank Building, 18th floor). This seminar will be given by Dr. Marco Gercke, lecturer of the University of Cologne, Germany and Director of the Cybercrime Research Institute of Germany, and Ms. Gunhild Scheer, Lawyer and Head of the Strategy and Development Section of the said Institute. This seminar particularly targets legal advisers and will be carried out in English, with simultaneous translation into Portuguese and Chinese. Some of the subjects to be addressed in the seminar are: introduction and overview about the different types of internet crimes and recent trends, challenges of fighting cybercrime, legal approaches to cybercrime, crimes in the online world, money laundering and illegal gambling in the internet. Organized by the Legal and Judicial Training Centre, this seminar, taking place from 6.30pm to 8.30pm and until April 12th, has enrolled 67 participants who are going to attend the 5-day session. The 2nd EU-Macao Co-operation Programme in the Legal Field, extending until December 2012, which embodies the said seminar, has the “Consolidation of the Macao Legal System” as its main objective. The total budget for the programme is 1.500.000 euros (approximately 16.500.000 patacas), this programme is co-financed by the European Union and the Macao Foundation, with the remaining costs supported by the MSAR’s budget. The implementation of this Co-operation Programme is co-ordinated by the International Law Office (GADI), with participation of several other MSAR’s entities and public departments, namely, the Legal and Judicial Training Centre (CFJJ), the Legal Affairs Bureau (DSAJ), the Economic Services (DSE), the Financial Services Bureau (DSF) and the Institute of European Studies of Macau (IEEM).

Government helped a total of 460 visitors book tickets of return flights
The Macao SAR Government continues to assist the passengers affected by the Viva Macau incident. As of 18:00 today the Government had: - helped 460 visitors book tickets of return flights (3 were assisted in the past 24 hours) - helped 360 Macao residents returned home (0 were assisted in the past 24 hours) - received 1038 inquiries and requests for assistance (4 were received in the past 24 hours) The Consumer Council had also received 462 inquiries and requests for assistance, of which 2 were received in the past 24 hours. As the number of VIVA Macao passengers requesting assistance is decreasing, Tourism Crisis Management Office (GGCT) will adjust the operating hours of the counters and hotlines to 9am to 6pm from April 4 to 6. 2010MIECF: Green Business Co-operation Day “Promoting Regional Co-operation Creating Green Business Opportunities”
To further strengthen enterprises’ business co-operation in the area of environmental protection, the “Green Business Co-operation Day” and a series of activities will be held on the first day of the 2010 MIECF. The Green Business Co-operation Day is aimed at further enhancing Macao’s business networking with international companies for green business co-operation, assisting enterprises to grasp the opportunities to be found by pursuing green economic development strategies. The activities during the Green Business Co-operation Day will include “The Green Economic Business Summit” and “Green Business Networking Cocktail Reception and Signing Ceremony” The event is organised by the China Council for the Promotion of International Trade, Macao Trade and Investment Promotion Institute, Macao Chamber of Commerce, the European Union Chamber of Commerce in China, Madrid Chamber of Commerce and Industry and the European Union Business Information Programme, with The Economic Information Department, China Council for the Promotion of International Trade as co-ordinator. The SAR Government reiterates that the decisions and actions taken to VIVA Macau comply with laws
With regard to the difficulties facing by VIVA Macau in their operations, at the beginning of this year, VIVA Macau claimed to the SAR Government that they were looking for potential interested investors and requested the SAR Government to render a continuing financial aid to them until the agreement was made between VIVA Macau and the potential interested investors. The SAR Government requested VIVA Macau to provide the information for any progression. However, VIVA Macau had only provided the information in brief and had not mentioned the arrangement of investment specifically; therefore it did not provide any further help in analyzing the investment plan. The SAR Government reiterates that all decisions and actions taken comply with laws. According to the Laws and Regulations of Macao, any entity or person being granted the right to provide public services, the person or entity should guarantee that it is suitable, having appropriate technical quantification and financial capability. At this present moment, VIVA Macau is no longer compliant with the requirements of the regulations and does not have any condition to provide public air transport services. In the meantime, AACM received a notification on 29 March from the Macao legal representative of the leasing company of VIVA Macau which stated that due to the non-compliance with the provisions of the leasing contract by VIVA Macau, the leasing company requested AACM to de-register the aircrafts. According to the documents provided by the Macao legal representative of the leasing company of VIVA Macau, they have already sent an official letter on 23 and 24 March to notify VIVA Macau that all the aircrafts would be withdrawn on 25 and 26 March due to VIVA Macau’s failure in settling the leasing payment and not complying with the provisions of the leasing contract. From 26 March, VIVA Macau’s suspension and delay of flight services causing a large number of affected passengers stranded at the airport without assistance. In order to provide proper arrangements to the affected passenger, The SAR Government immediately contacted with VIVA Macau and requested for the relevant information, however, VIVA Macau did not provide the information and assistance to the SAR Government in time, which caused difficulties to assist the affected passengers. Until 28 March, The SAR Government had intermittently received the information of the affected passengers from VIVA Macau.
