Macao and Vietnam renewed the Memorandum of Understanding regarding air transport

The aeronautical authorities of Macao and Vietnam held air consultations in Macao on 30 August 2006 to discuss the enhancement of the air transport market between the two places. The meeting was held in a cordial and friendly atmosphere and generated satisfactory results with the signing of a new Memorandum of Understanding. The signatories were the President of the Civil Aviation Authority of Macao SAR (AACM), Mr. Chan Weng Hong and the Deputy General Director of the Civil Aviation Administration of Vietnam (CAAV), Mr. Pham Quy Tieu. The bilateral Air Services Agreement between Macao and Vietnam was signed in 1996 and the old Memorandum of Understanding in 1995. According to the Agreement and the old Memorandum, each side could only designate one airline and operate 2 flights per week. The new Memorandum eliminates the limitations on capacity, frequency and aircraft type and multiple designation of airlines is allowed. Scheduled air services between Macao and Ho Chi Minh City were once operated by Pacific Airlines of Vietnam between 1996 and 1998. Since both Macao and Vietnam possess rich tourism resources, the two parties hope that the liberal conditions now created for the air transport market between the two places can attract airlines to resume the route or explore new routes so that the cooperation on economy and tourism between Macao and Vietnam can be enhanced. Since the handover and the liberalization of the gaming industry, Macao’s economy has been booming. The implementation of the individual traveling market by the mainland has led to an immense increase in the number of tourists to Macao. The aviation market also reports satisfactory growth. To cope with the demand of the air transport market in the present time and in the future, AACM reviews the already signed air services agreements from time to time and will actively hold discussions with the other aeronautical authorities for creating a more liberal market when there is such a need. For example, AACM held meetings with the aeronautical authorities of Thailand and Malaysia respectively in September 2004 and April 2006 and renewed the two Memoranda of Understanding. In both Memoranda, very liberal conditions are created for the development of both passenger and cargo market between Macao and the two places.
