Application Methods:

Application Procedures and Documents Required

Application at counter

Applicants are required to obtain a number tag in advance. For the methods to obtain the tag number, please refer to “Methods to Obtain Tag Number and Appointment” of the website of the Identification Services Bureau.

Required Documents﹕

  • Original Macao SAR Resident Identity Card (will be returned to the applicant after verified);
  • One photograph taken from photography studio within the last 6 months and meets the specific requirements: color, bareheaded and full-faced photograph in plain white background, with the size of 1.5 inches; Or, applicants can choose to use the live-captured photo (Remarks 3) (Photograph Specifications);
  • The former Macao SAR Travel Permit, in case of renewal (Renewal application of the travel documents can be lodged within nine months prior to the expiration date);;
  • An official loss report issued by the competent authority (e.g. police) if applicants cannot submit the former Macao SAR Travel Permit;
  • If applicants are under the age of 18, both parents, the person executing parenting right or guardianship by law have to submit their original identification documents and sign on the signature field (The original identification documents will be returned after verification and photocopy).
    • Remarks 1: If either parent cannot accompany his/her child to apply for the travel document, such parent has to fill out the authorization form (Procuração para tratamento de documentos de viagem da RAEM (1)) and provide a photocopy of a valid identification document which bears his/her signature.
    • Remarks 2: If parents of the applicant are in the state of unmarried, separation, partition of property or divorce, or either parent is unable to sign on the signature field due to certain reason (e.g. missing), the other parent has to prove his/her entitlement to exercise parental right in order to lodge the application for underage children.
    • Remarks 3: If the live-captured photo chosen to apply on the travel document is found to be unsatisfactory after examination, this bureau will inform you to submit a supplementary photo so as to ensure that the quality of the travel document complies with the international standard. We are grateful for your understanding if there is any inconvenience caused

Application via self-service kiosks (Number tag is not required):

Eligible applicants must fulfill the following criteria:
– Aged 18 or above
– Possessing a Macao SAR Non-Permanent Resident Identity Card*
– Chinese national
– Not eligible for other travel documents

Eligible applicants can use the self-service kiosks to submit:
– first-time application for Macao SAR Travel Permit; or
– renewal application for Macao SAR Travel Permit within 9 months prior to or after the expiry date of the Macao SAR Travel Permit.

* Please note that:
The self-service kiosks are not applicable to applicants under the following conditions.  They are required to lodge their applications at the Identification Services Bureau.
1. The Macao Resident Identity Card is expired (excluding the identity card which is being renewed)
2. An interdicted or quasi-interdicted person
3. To apply for another person.

Required Documents:

  1.  Original Macao SAR Resident Identity Card ;
  2. One photograph taken from photography studio within the last 6 months and meets the specific requirements: color, bareheaded and full-faced photograph in plain white background, with the size of 1.5 inches; Or, applicants can choose to use the live-captured photo (Remarks 3) (Photograph Specifications);

Online Application through the DSI Service Station mobile application

Applicants are required to download the DSI Service Station mobile application.

Notes on Online Application for Travel Documents

  • This online service is applicable to the first-time application or renewal of travel documents within nine months prior to the expiry date..
  • Applicants shall login with the account of Common Access to Public Services of the Macao SAR.
  • Applicants will not be allowed to apply for travel documents online if they cannot pass the facial recognition.
  • During the application process, applicants are required to scan the QR code on the Receipt of the Digital Photo for Online Application for the Macao SAR Travel Document provided by the designated photography studio and ensure that the photo was taken within the last 6 months (Note: to avoid affecting the use of the travel document, DSI may require replacement of the photo which does not meet DSI’s requirements).
  • According to the regulation, applicants shall sign according to the signatures on their identity cards.
  • Applicants aged 18 or above are required to collect their documents at the DSI Service Station in person.
  • Notes to applicants under 18 years old
    • The service is only applicable to applicants who reached 5 years old or above on the latest issuance date on the Macao Resident Identity Card. In addition, if there is a significant change in the underage applicant’s appearance, he/she may not be able to pass the facial recognition.
    • After logging in to the system, the application will proceed only after the underage applicant’ parents or guardian pass the facial recognition.
    • The document must be collected by the applicant’s parent or guardian.

Circumstances under which online application for travel document is not applicable:

  • The Macao Resident Identity Card has expired (excluding those who are in the process of renewing their identity card);
  • Interdicted person or quasi-interdicted person;
  • Application for a travel document due to loss or damage of document;
  • The parent or guardian of the applicant underage applicant does not hold a Macao Resident Identity Card.

Required documents for using the online application service:

  1. The applicant’s Macao Resident Identity Card;
  2. The applicant’s original travel document (in case of document renewal);
  3. The applicant’s Receipt of the Digital Photo for Online Application for the Macao SAR Travel Document (QR code).

Fees and Payment Methods

Fees:

  • Normal: MOP360
  • Urgent: an additional fee of MOP150 will be charged
  • If the applicant cannot present the original travel document or the replacement is made for the reason of damage, the extra processing fees to be charged are as below:
    – First time: an additional fee of MOP150;
    – Second time: an additional fee of MOP300;
    – Third time: an additional fee of MOP600;
    – Fourth time: an additional fee of MOP1,200;
    – Fifth time or above: an additional fee of MOP2,400.
  • Remarks: After first collection of the new travel document (2019 version), if applicants apply for replacement due to loss or damage, the extra fee will be charged at the rate of first time cost.
  • Applicants who are lack of financial capability due to following conditions can apply for exemption of application fees. The relevant fees can be exempted upon approval.

    Unemployment

    1) Applicants have to sign the application form of fee exemption;
    2) Applicants have to sign a declaration to declare their unemployment status;
    3) Submit the receipts of Employment Registration issued by the Labour Affairs Bureau (DSAL) of the past 12 months to state a lack of financial capability due to long-term unemployment.

    Poverty

    1) Applicants have to sign the application form of fee exemption;
    2) Submit the original and a photocopy of a valid Beneficiary Card issued by the Social Welfare Bureau (IAS).

    Disability

    1) Applicants have to sign the application form of fee exemption;
    2) Submit the original and a photocopy of a valid Disability Assessment Registration Card issued by the Social Welfare Bureau (IAS).
    Note: Additional supporting documents may be required for applicant’s financial incapability verification of DSI, if necessary.

Payment Methods:

Headquarter (China Plaza), Macao Government Services Centre and Macao Government Services Centre in Islands: Cash, credit card, Union Pay “QuickPass”, debit card, Macau Pass and MPay are accepted for payment.

  • Normal: 10 working days.(Performance Pledge)
  • Urgent: 2 working days.(Performance Pledge)

Notes:

1. The above expected collection date is counted from the following day after submission of all necessary documents to DSI. Under special circumstances, the expected collection date would be adjusted.

2. In case of damaged, stolen or lost travel permit, the re-issuance time of the new  travel permit is 60 days at maximum. Urgent application is not accepted under normal circumstances except written request and supporting documents are submitted. The approval result will be informed within 2 working days.

  3. Macao SAR Travel Permit is issued on an individual basis, the applicant’s spouse and children should apply for their own document.

Collection Methods of service results:

  1.  In person
  2.  By authorized person (not applicable to online application)
  • The applicant can endorse the application receipt and sign according to the valid identification document in order to authorize a representative to collect the document on behalf of the applicant (if applicant is under the age of 18, his/her legal representative is the one to endorse the application receipt).
  • The authorized representative should present his/her original valid identification document and the photocopy of applicant’s identification document for verification.

Note:

  1.  For details of document collection procedure, please visit electronic document collection process.
  2.  Except first-time application and loss of Visit Permit to HKSAR, the applicant has to return the former Visit Permit to HKSAR to the Identification Services Bureau at the time of collecting the new Macao SAR Passport/ Macao SAR Travel Permit.
