Processing procedure and required documents
1. Application form for licensing service for food & beverage establishments (MOD.028/DHAL). The form can be obtained free of charge from IAM or downloaded from the IAM website www.iam.gov.mo;
2. Valid license or registration certificate transfer contract / assignment / declaration (photocopy);
2.1 The content of the license transfer contract / assignment / declaration is required to include (but not limited to) the following information:
2.1.1 Identification information, contact information, etc. of both parties of the transfer;
2.1.2 Information about the establishment, such as license or registration certificate number, name of establishment, type and category of establishment, establishment address;
2.1.3 Terms of transfer;
2.1.4 Effective date of contract;
2.1.5 The signatures of both parties of transfer are required to be notarised.
3. If the new license or registration certificate holder is an individual, a clear photocopy of the identification document is required to be submitted. If the new license or registration certificate holder is a legal person, a photocopy of the valid Business Registration Certificate (exemption for companies registered at the Commerce and Movable Property Registry of Macao) and a clear photocopy of the identification document of the legitimate representative of the company are required to be submitted, or if it is within 15 days since the document for the establishment of company is signed, a photocopy of that document or a clear photocopy of the “Official Gazette of Macao Special Administrative Region” which publishes the establishment document of the company can be submitted;
4. Food and Beverage Establishment – Declaration of Establishment Facilities (MOD.019/DHAL) which can be obtained free of charge from IAM or downloaded from the IAM website www.iam.gov.mo;
5. Supporting document certifying that the commercial solid waste generated is transported to the Macao Refuse Incineration Plant in Taipa for disposal by a hired cleaning company or the establishment itself. (Garbage collection time should be clearly stated on the supporting document.)
Documents required to be produced:
1. The original or notarised copy of the identification document which bears the signature of the applicant or the legitimate representative;
2. The original or notarised copy of the license or registration certificate transfer contract / assignment / declaration.

Time required for approval
Application by in-person visit: 10 working days counting from the day when all documents for application are submitted and relevant requirements are fulfilled. If consultation with other entities is needed, that period is not included in the time for approval.
Remarks / Important notes on application
1. Applications are subject to the regulations of Law no. 5/2026, Administrative Regulation no. 12/2026, Secretary for Administration and Justice Writ of Instruction no. 13/2026;
2. The person concerned can make the application in person or authorise a representative to make the application;
3. In accordance with the stipulation of Article 11 of Law no. 5/2026, application for the note on change of ownership should be made by the individual or legal person that accepts the transfer of ownership within 20 working days from the day of confirmation of the change;
4. If the applicant is an individual, the original identification document is required to be produced for verification upon application;
5. If the applicant is a legal person, the application form is required to be signed by the legitimate representative and the original identification document is required to be produced for verification. Moreover, a photocopy of the valid Business Registration Certificate (exemption for companies registered at the Commerce and Movable Property Registry of Macao) and a clear photocopy of the identification document of the legitimate representative of the company are required to be submitted;
6. The new license or registration certificate holder is required to make a new application for the License for Placement of Long-term Advertisements and Signboards with regard to the advertisements / signboards installed in the establishment. Offenders are punishable by a fine of between MOP2,000.00 and MOP12,000.00. The business name displayed in the establishment is required to be the same as the approved name.

Method for collecting result of service
1. In person
If the license or registration certificate holder/authoriser collects the license or registration certificate in person, he or she (individual) is required to produce his or her original identification document; a legal person (establishment) is required to produce the original identification document of the person concerned in accordance with the signature on the Business Registration Certificate for collection;
If the license or registration certificate is to be collected by a representative, bring the receipt or produce the original identification document of the license or registration certificate holder.
2. Downloading license or registration certificate from Internet
License or registration certificate holders can download the registration certificate of food and beverage establishments by themselves via the “Business & Associations Platform” within the valid period of the certificate. (License or registration certificate holders must have an individual or entity account of Macao One Account.)
