How to Process
Deadline for application
Application for renewal of the license and registration certificate should be made within 90 days before the expiry of the valid period.
Processing procedure and required documents
1. Application form for licensing service for food & beverage establishments (MOD.028/DHAL) and declaration which can be obtained free of charge from IAM or downloaded from the IAM website www.iam.gov.mo; (not required for online applications)
2. Supporting document certifying that the commercial solid waste generated is transported to the Macao Refuse Incineration Plant in Taipa for disposal by a hired cleaning company or the establishment itself (Garbage collection time should be clearly stated on the supporting document.)
Documents required to be produced: The original or notarised copy of the identification document which bears the signature of the applicant or the legitimate representative is required to be produced.

Fees
Application fee: MOP4,000.00 to be paid upon approval of application
Stamp duty: 10% of renewal fee
Note: In accordance with the stipulations of Clause 1 of Article 10 of Law no. 5/2026 and Chief Executive Writ of Instruction no. 152/2026, the valid period of the license and registration certificate is two years from the date of issue, and renewal can be made every two years subsequently.
Time required for approval
Online application: If the applicant submits all documents which meet the standards within the designated period, the time for approval is 60 days, excluding the period for consultation with other entities in case of necessity.

Remarks / Important notes on application
1. Applications are subject to the regulations of Law no. 5/2026, Administrative Regulation no. 12/2026, Secretary for Administration and Justice Writ of Instruction no. 13/2026, and Chief Executive Writ of Instruction no. 152/2026;
2. The person concerned can make the application in person or authorise a representative to make the application;
3. In accordance with the stipulation of Clause 2 of Article 10 of Law no. 5/2026, application for renewal of the license and registration certificate should be made within 90 days before the expiry of the valid period;
4. In accordance with the stipulation of Article 12 of Law no. 5/2026, if application for renewal has not been made after the expiry of the valid period of the license or registration certificate, IAM can initiate the cancellation procedure of the license or registration certificate;
5. If the applicant is an individual, the original identification document is required to be produced for verification upon application made in person;
6. If the applicant is a legal person, the application form is required to be signed by the legitimate representative and the original identification document is required to be produced for verification upon application made in person. Moreover, a photocopy of the valid Business Registration Certificate (exemption for companies registered at the Commerce and Movable Property Registry of Macao) and a clear photocopy of the identification document of the legitimate representative of the company are required to be submitted;
7. To find out about the approved plan of the establishment or the restrictive operating conditions prescribed by the relevant department(s) (such as the types of fuels allowed or forbidden), an access of the relevant documents can be requested by submitting an application to Department of Environmental Hygiene and Licensing, IAM, or alternatively, the photocopy of the approved drawings of the establishment and that of the comments from the relevant department(s) can be obtained upon payment of the relevant fee.

Method for collecting result of service
1. In person
If the license or registration certificate holder/authoriser collects the license or registration certificate in person, he or she (individual) is required to produce his or her original identification document; a legal person (establishment) is required to produce the original identification document of the person concerned in accordance with the signature on the Business Registration Certificate for collection;
If the license or registration certificate is to be collected by a representative, bring the receipt or produce the original identification document of the license or registration certificate holder.
2. Downloading license or registration certificate from Internet
License or registration certificate holders can download the registration certificate of food and beverage establishments by themselves via the “Business & Associations Platform” within the valid period of the certificate. (License or registration certificate holders must have an individual or entity account of Macao One Account.)
