How to Apply

Application time limit

Renewal:  After renewing the “employment authorization”, the above applicant is required to renew the “Non-resident Worker’s Card” at the Subdivision concerned within 60 days before the “Non-resident Worker’s Card” expires.
Reposition: While the “employment authorization” is still valid, applicant of the above procedure can apply for the reissue procedure of non-resident worker’s identification card from the executing subdivision.

Renewal

Applicant
Applications relating to the “Non-resident Worker’s Card” can be made by any one of the following persons or entities:

  1. Employer;
  2. Licensed employment agency appointed by the employer; (Remark 1.)
  3. “Self-employed”;
  4. Legal representative of persons (Remark 2.)

Documents to be Presented

  1. Unless further specified, all copies of documents to be submitted should be presented with the original for authentication;
  2. The written instruction and official notification regarding the renewed “employment authorization”;
  3. If the original cannot be presented, the relevant copy should be certified.

Employment of non-skilled non-resident workers

  • Examination
  1. Priminalily Examination
    1. Required Documents
      Application Letter for Renewal of “Authorization to Stay for Non-resident Workers” (SM/CTNR-M5) and a copy of it. (non-skilled non-resident workers from mainland China are required to submit two copies of it.)
    2. The applicant may inquire about the examination result through the “Inquiry System of Progress of Application for Renewal of “Authorization to Stay for Non-resident Workers” (applicable to non-skilled workers and domestic helpers from the Mainland of China)” or by presenting the “receipt of application” to the Subdivision around 5 working days after the above documents are properly submitted. If the application is approved, the applicant will receive a copy of the approved renewal application letter, with which he/she can apply directly to the Visa Office of the Zhuhai Immigration Department or through the China Travel Service (Macao) Ltd. for a new endorsement and “Two-way Exit Permit” (if necessary) for the “non-resident worker” application.
  2. Final Examination
    1. Required Documents
      1. Approved application letter for renewal;
      2. Copy of the bio data page of “Two-way Exit Permit” in book type holders and the inside page containing “Type D- Stay endorsement” / the back copy containing “Type D-Stay endorsement” of “Two-way Exit Permit” in card type holders.
      3. “Non-resident Worker’s Card”;
      4. Copy of other certificates or documents (specifically named in the “employment authorization” written instruction).
    2. After the processing fee is paid, the Subdivision will issue a “Revenue Receipt” and grant “Authorization to Stay for Non-resident Workers” (which expires on the same date as that of the “Non-resident Worker’s Card”).
  • Card Collection
    On the date of collection specified on the Revenue Receipt, the non-resident worker should bring the Receipt to the Subdivision concerned or Zone K, 1/F, Centro de Serviços da RAEM in person, to collect the ‘Non-resident Worker’s Identification Card’. He or she may also authorize a third person (the employer / the employment agency authorized by the employer / a legal representative) to collect the Card on his or her behalf. Employment of skilled non-resident workers

  • Examination
  1. Priminalily Examination
    Skilled non-resident workers from mainland China are required to pass the preliminary examination first, in addition, skilled non-resident workers who possess the latest Type (D) Endorsement may make the application at the Centro de Serviços.

    1. Required Documents
      1. Application Letter for Renewal of “Authorization to Stay for Non-resident Workers” (SM/CTNR-M5) and 2 copies of it.
      2. Copy of the bio data page of the “Permit for Travelling to and from Hong Kong and Macao” (“Two-way Exit Permit” for short).
    2. The applicant may inquire about the examination result through the “Inquiry System of Progress of Application for Renewal of “Authorization to Stay for Non-resident Workers” (applicable to non-skilled workers and domestic workers from Mainland China)” or by presenting the “receipt of application” to the Subdivision around 5 working days after the above documents are properly submitted. If the application is approved, the applicant will receive a copy of the approved renewal application letter.
  2. Final Examination
    1. Required Documents
      1. From Mainland China: Approved application letter for renewal;
        From countries and regions other than Mainland China: Application Letter for Renewal of “Authorization to Stay for Non-resident Workers”.(SM/CTNR-M5)
      2. From Mainland China: Copy of the bio data page of “Two-way Exit Permit” in book type holders and the inside page containing “Type D- Stay endorsement” / the back copy containing “Type D-Stay endorsement” of “Two-way Exit Permit” in card type holders.
        From countries and regions other than Mainland China: Copy of valid passport/travel document (bio data page only) or identification document used for entry to and departure from Macao.
      3. “Non-resident Worker’s Card”;
      4. Copy of other certificates or documents (specifically named in the “employment authorization” written instruction).

        1. For applications NOT made through the self-service kiosk:
          1.  Application Letter for Renewal of “Authorization to Stay for Non-resident Workers”; (SM/CTNR-M5)
          2. Copy of valid passport/travel document (bio data page only) or identification document used for entry to and departure from Macao;
          3. “Non-resident Worker’s Card”;
          4. Copy of employer’s valid identification document (Remark 3.);
          5. Copy of other certificates or documents (specifically named in the “employment authorization” written instruction).
        2. For applications SUBMITTED through the self-service kiosk:
          1. Notification letter printed at the self-service kiosk;
          2. Copy of valid passport/travel document (bio data page only) or identification document used for entry to and departure from Macao;
          3. “Non-resident Worker’s Card”.
    2. After the processing fee is paid, the Subdivision will issue a “Revenue Receipt” and grant “Authorization to Stay for Non-resident Workers” (which expires on the same date as that of the “Non-resident Worker’s Card”).

  2. The legal representative should submit a certified letter of authorization and a copy of his/her valid identification document (the original should be exhibited for authentication).
  3. the employer’s signature on the copy of his/her identification document is required if he/she is also a non-resident worker or a “Special Stay Permit” holder, and submit the copy of his/her “Special Stay Permit” or “Non-resident Worker’s Identification Card”.

    After collecting the renewed passport/travel document / “Two-way Exit Permit” / identification document and before the “Authorization to Stay for Non-resident Workers” expires, the “non-resident worker” should go to the Subdivision concerned in person for payment of the processing fee and other procedures, and submit the following documents:
  1. Required Documents
    1. The old passport/travel document/”Two-way Exit Permit”/identification document;
    2. Copy of new passport / travel document / “Two-way Exit Permit” (bio data page only) or identification document. (Remark 3.)
    3. “Non-resident Worker’s Card”.
  2. After the processing fee is paid, the Subdivision will issue a “Revenue Receipt” and grant “Authorization to Stay for Non-resident Workers” (which expires on the same date as that of the “Non-resident Worker’s Card”).

Remarks / Points to note

  1. Date of issue and expiry of “Non-resident Worker’s Card”
    1. Date of Issue:
      1. Renewal
        The issue date is restricted by the effective date of the renewal employment authorization from Labour Affairs Bureau (the following day of the last day of the previous employment authorization). If the renewal procedure of “Non-resident Worker’s Stay Permit” is under the following circumstances:

        1. apply before the effective date of the renewal employment authorization: the issue date is the same as the effective date;
        2. apply after the effective date of the renewal employment authorization: the issue date is the same as the draw date on the revenue receipt.
      2. Reposition
        The issue date is the same as the date shown on the receipt.
    2. Date of Expiry:
      Correspondent with the limit approved by the Secretary for Economy and Finance or the Director of the Labour Affairs Bureau in the Employment or Work Authorization, unless a shorter term has to be granted according to the stipulation in the system of entry, stay and residence authorization of the Macao Special Administrative Region.
  2. If the non-resident worker / reuniting kindred of the non-resident worker / “Special Stay Permit” holder renews the passport / travel document / “Two-way Exit Permit” / identification document used for application for the “Authorization to Stay” in Macao, he or she is required to bring the renewed document to the Subdivision concerned for update of the document information and application for reissue of the “Slip of Authorization to Stay”.
