Special Authorization to Stay for Reuniting Kindred of Non-resident Workers

Renewal (including Validity Update)


How to Apply

Application time limit:

No relevant stipulation.

Application procedures and necessary documents:

  1. Applicant
    1. Non-resident worker;
    2. Dependants who are allowed to stay in Macao with the non-resident worker; (Remark 1.)
    3. Legal representative of the above two types of applicant. (Remark 2.)
  2. Documents to be Presented
    1. Unless further specified, all copies of documents to be submitted should be presented with the original for authentication;
    2. If the original cannot be presented, the relevant copy should be certified.

  1. Required Documents
    1. A completed application form for renewal of “Special Authorization to Stay”; (Remark 3.)
    2. Declaration signed by the non-resident worker to express consent to the application (Write it on your own) (Remark 4.);
    3. Copy of “Non-resident Worker’s Identification Card” (hereafter called “Non-resident Worker’s Card” for short) or “Revenue Receipt”;
    4. Copy of the non-resident worker’s family member’s valid passport / travel document / P.R.C. Permit for travelling to and from Hong Kong and Macao (“Two-way Exit Permit” for short) (Remark 5.) or identification document used for entry to and departure from Macao;
    5. In cases of conjugal or de facto marital relation, the non-resident worker and his/her spouse or de facto marital partner should be present at the Subdivision concerned to co-declare and sign the Declaration of Conjugal Relation / De Facto Marital Relation. (Remark 6.)
  2. After the application is approved, the reuniting kindred will immediately be granted new “Special Authorization to Stay” and “application acceptance receipt”. (Remark 7. & 8.)
  • Reposition
  1. Required Documents
    1. A completed application letter for reposition of “Special Authorization to Stay” (Write it on your own);
    2. Original of old passport / travel document / “Two-way Exit Permit” / identification document;
    3. Copy of new passport / travel document / “Two-way Exit Permit” (bio data page only) or identification document. (Remark 5.)
  2. After the application is approved, the reuniting kindred will immediately be granted new “Special Authorization to Stay” and “application acceptance receipt”. (Remark 7. & 9.)

Remarks

  1. Declaration signed by the non-resident worker to express consent to the application should be submitted along with the application.
  2. The representative should submit a certified letter of authorization and a copy of his/her valid identification document (the original should be exhibited for authentication).
  3. The template of the application letter is available at the Subdivision concerned and the website of the Public Security Police Force.
  4. if the application is made by the dependant of the non-resident worker.
  5. bio data page only and the inside page containing “Type D-Stay endorsement” for “Two-way Exit Permit” holders, while the electric “Two-way Exit Permit” in card type holders shall submit both sides copies of the card.
  6. In cases of de facto marital relation, two witnesses should also be present at the Subdivision concerned to sign the above Declaration as so to prove that the non-resident worker and his/her de facto marital partner have been voluntarily living together like husband and wife for at least two years.
  7. If the reuniting kindred is a Chinese mainland resident, he/she is required to apply to the migration control department in the mainland for a “Two-way Exit Permit” (if necessary) and “endorsement” for Macao with the “approval notification letter” issued by the respective Subdivision. Upon entry to Macao with the Permit, the reuniting kindred can go to the Subdivision for the new “Special Authorization to Stay”. At that time, “Two-way Exit Permit” in book type holders shall submit the inside page containing “Type D-Stay endorsement”, while “Two-way Exit Permit” in card type holders shall submit both sides copies of the card.
  8. If the reuniting kindred is not in Macao and cannot present the original of his/her document for the procedure, the applicant may wait till the reuniting kindred comes to Macao and then present his/her document (together with a copy of it) and the copy of application form which is affixed with a received stamp to the Subdivision for authentication and obtain the new “Special Authorization to Stay”.
  9. If the reuniting kindred is not in Macao and cannot present the original of his/her document for the procedure, the applicant may wait till the reuniting kindred comes to Macao and then present his/her document (together with a copy of it) to the Subdivision for authentication and obtain the new “Special Authorization to Stay”.

Remarks / Points to note

  1. Generally, the expiry of the “Special Authorization to Stay” granted to the reuniting kindred is the same as that of the “Non-resident Worker’s Authorization to Stay” (and of the “Non-resident Worker’s Card”). However, the “Special Authorization to Stay” granted to minor reuniting kindred expires on the day he/she becomes an adult.
  2. When the non-resident worker applies for renewal, reposition or cancellation of his/her “Non-resident Worker’s Identification Card”, he/she should apply for renewal, reposition or cancellation of the “Special Authorization to Stay” of the dependant as well.
  3. The dependents of a non-resident worker are prohibited from working in Macao (except otherwise stipulated in the law).
  4. If the non-resident worker / reuniting kindred of the non-resident worker renews the passport / travel document / “Two-way Exit Permit” / identification document used for application for the “Authorization to Stay” in Macao, he or she is required to bring the renewed document to the Subdivision concerned for update of the document information and application for reissue of the “Slip of Authorization to Stay”.
