Processing procedure and required documents
I. License system – Scope of application (involving any of the following items)
1. Individual units with usable area exceeding 120 square metres;
2. The establishment requires execution of construction works with high risks. (Please refer to the “list of project categories applicable to prior notification of construction works” and the “list of fire service project categories applicable to prior notification of construction works”.);
3. There is no information indicating that the immovable property can be used for commercial use, or the established immovable property requires the license for construction works issued by the Land and Urban Construction Bureau for the opening of a food and beverage establishment;
4. The establishment is located in immovable properties classified or in the process of being classified;
5. Establishments located in protection zones and the published picturesque streets, or carrying out external alteration, maintenance and repair works of establishments immediately adjacent to immovable properties classified or in the process of being classified. (Please refer to the location plans of classified immovable properties and picturesque streets for the areas concerned, and for details, please refer to Article 31 of the “Cultural Heritage Protection Law”.)
II. License system – Documents required for application for license
1. Designated form provided by the Municipal Affairs Bureau (IAM);
2. If the application is made by a representative, the document proving the legitimacy of the representative to represent the applicant is required to be submitted (Note 1);
3. Proof of the right to use the immovable property intended for opening an establishment (e.g. tenancy contract, declaration);
4. If the establishment name intended to be used causes confusion with the name of a food and beverage establishment, dance club, restaurant, simple dining establishment, food stall of food court or bar that is operated by others and has been issued the license or registration certificate, a letter of consent from the license or registration holder concerned, or the owner of the registered trademark if applicable, is required to be submitted for giving consent to the use of the establishment name;
5. In case of using stoves that the supply of fuel gas or fuel is not from a collective supply facility, submission of the following is required:
(1) Specification information about the fuel gas stoves and documents that prove their compliance with safety standards of the place of origin of the products;
(2) Documents of the specification and quality of the fuel gas detection and alarm device;
(3) Specification information about the fuel stoves;
6. Documents required for application for license for construction works / prior license for construction works / legalisation works to the Land and Urban Construction Bureau;
6.1 License for construction works
(1) The following explanatory documents and drawings are required to be provided for change of the construction plan: Construction works to be carried out in the unit to facilitate business operation, including renovation, alteration, preservation and repair works, and the construction periods of such works;
(2) Location plan with a scale of 1:500;
(3) Layout plans, sectional drawings and elevation drawings of the following plans with a scale of 1:100: Approved plan, revised plan and superimposed plan;
(4) Water supply plan with a scale of 1:100;
(5) Drainage and sewerage plan with a scale of 1:100, including detailed drawing of the grease interceptor;
(6) Fire service installation plan with a scale of 1:100;
(7) Fire service system drawing with a scale of 1:100;
(8) Copy of the certified drawings issued by the Land and Urban Construction Bureau;
(9) Responsibility declaration of project compilation technician;
(10) Responsibility declaration of project supervision technician;
(11) Responsibility declaration for execution of works;
(12) Insurance policy for work accidents and occupational diseases verified and signed by the project supervision technician of the construction project;
(13) Declaration of the property owner for permission to carry out the construction works, in the case that the applicant is not the property owner;
6.2 Prior license for construction works
(1) The documents referred to in “6.1 – License for construction works”;
(2) Prior license for construction works – Additional declaration of project owner;
(3) Prior license for construction works – Declaration of project supervision technician;
(4) Prior license for construction works – Additional declaration of entity responsible for execution of works;
(5) Checklist signed by the project supervision technician of the construction project;
6.3 Legalisation works
(1) Documents referred to in points (1) to (9) of “6.1 – License for construction works”;
(2) Report on works carried out;
7. Other documents deemed necessary by the Municipal Affairs Bureau;
8. If no construction works are involved, the documents referred to in points 1 to 5 and point 7 mentioned above are required to be submitted, along with the certified copy of the latest alteration construction drawings issued by the Land and Urban Construction Bureau, or if the latest alteration construction drawings are held by other public departments or entities, the copy of the drawings certified by such public departments or entities is required to be submitted.
Note:
(1) If the applicant chooses to submit the electronic authorisation letter, it can be created by using the “authorisation letter signing service” in the “Business & Associations Platform”, and the applicant and all representatives are required to perform facial recognition for confirmation upon submission of application. If the applicant chooses to submit the authorisation letter in paper form, only one of the representatives is required to perform facial recognition for confirmation when submitting the application. After uploading the authorisation letter to the “Business & Associations Platform”, the original must be produced or submitted to Avenida da Praia Grande, n.os 762-804, Edifício China Plaza, 2.º andar, Macau within 3 working days from the day of application submission, and then the application procedure will be considered complete.
III. License system – Documents required for application for project completion
1. Documents required for application for project completion inspection to the Land and Urban Construction Bureau:
(1) Responsibility declarations signed by the project compilation technician, project supervision technician and project execution entity;
(2) Responsibility declaration signed by the entity of installation of fire prevention and safety system;
(3) Inspection declaration issued by the entity of installation of fire prevention and safety system;
(4) Electronic files of the final project report (required to include the electronic files of project reports and construction logbooks submitted in the past). The electronic files must have a qualified digital signature;
(5) Electronic files of project completion drawings;
2. In case of installation of fire prevention and safety system, submission of the following is required:
(1) Certificate of the fire prevention and safety system;
(2) Photos of posting the fire safety test notice;
3. Photos of fire service equipment;
4. In case of installation of fuel gas system or using stoves that the supply of fuel gas is not from a collective supply facility, submission of the following is required:
(1) Certificates of passing the relevant inspections and tests;
(2) Certificates of passing the inspections and tests of the fuel gas detection and alarm device;
5. In case of installation of fuel system or using stoves that the supply of fuel is not from a collective supply facility, submission of the certificates of passing the relevant inspections and tests is required;
6. Other documents deemed necessary by the Municipal Affairs Bureau;
7. If no construction works are involved, the documents referred to in points 2 to 6 mentioned above are required to be submitted.

Processing procedure and required documents
I. Registration system – Scope of application
Individual units with usable area of 120 square metres or below, and the construction works do not belong to the construction types of any of the circumstances stated in the scope of application of “First-time Application (Applicable to license system)”, or no construction works are required.
II. Registration system – Documents required for application for registration certificate
1. Designated form provided by the Municipal Affairs Bureau (IAM);
2. If the application is made by a representative, the document proving the legitimacy of the representative to represent the applicant is required to be submitted (Note 1);
3. Proof of the right to use the immovable property intended for opening an establishment (e.g. tenancy contract, declaration of consent from the property owner);
4. If the establishment name intended to be used causes confusion with the name of a food and beverage establishment, dance club, restaurant, simple dining establishment, food stall of food court or bar that is operated by others and has been issued the license or registration certificate, a letter of consent from the license or registration holder, or the owner of the registered trademark if applicable, is required to be submitted for giving consent to the use of the establishment name;
5. Documents required for making prior notification to the Land and Urban Construction Bureau:
(1) Application form of the Land and Urban Construction Bureau;
(2) Responsibility declaration and checklist of the contractor for prior notification;
(3) Work accident and occupational disease insurance policy (signed by the entity responsible for execution of works);
(4) Colour photos of the external walls and entrance of the unit, the common patio (if any), and the illegal construction that should be demolished (if any);
(5) Declaration of the property owner for permission to carry out the construction works, in the case that the applicant is not the property owner;
7. Other documents deemed necessary by the Municipal Affairs Bureau:
8. If no construction works are involved, the documents referred to in points 1 to 4 and point 7 are required to be submitted, along with the certified copy of the latest alteration construction drawings issued by the Land and Urban Construction Bureau, or if the latest alteration construction drawings are held by other public departments or entities, the copy of the drawings certified by such public departments or entities is required to be submitted.
Note:

III. Registration system – Documents required for application for project completion
1. Documents required for making project completion notification to the Land and Urban Construction Bureau:
(1) Project completion responsibility declaration of contractor;
(2) Colour photos of the external walls and entrance of the unit, the common patio (if any), and the illegal construction that should be demolished (if any);
2. The operation plan signed by a civil engineer with indication of the operation area, layout, facilities and equipment, as referred to in point 6 of “II. Registration system – Documents required for application for registration certificate”. The components include:
(1) Location plan with a scale of 1:1000;
(2) Layout plan, sectional drawing and all elevation drawings with a scale of 1:100;
(3) Drainage layout plan, system drawing, detailed drawing of grease interceptor with a scale of 1:100;
3. Supporting document of treatment of the commercial solid waste produced by the establishment;
4. In case of installation of fire prevention and safety system, submission of the following is required:
(1) Certificate of fire prevention and safety system;
(2) Certified copy of the latest alteration drawings of the fire prevention and safety system issued by the Land and Urban Construction Bureau. If the latest alteration drawings of the fire prevention and safety system are held by other public departments and entities, the copy of the drawings certified by such public departments and entities are required to be submitted;
5. In case of using fuel gas stoves, submission of the following is required:
6. If fuel stoves are used, the certificates of passing the inspections and tests of the fuel equipment are required to be submitted;
7. Other documents deemed necessary by the Municipal Affairs Bureau:
8. If no construction works are involved, the documents referred to in points 3 to 7 are required to be submitted, along with the operation plan that includes the certified copy of the latest alteration construction drawings issued by the Land and Urban Construction Bureau, or if the latest alteration construction drawings are held by other public departments or entities, the copy of the drawings certified by such public departments or entities is required to be submitted. In case of changes to positions of the movable furniture, a new alteration drawing prepared and signed by a civil engineer is required to be submitted. The operation plan submitted by the applicant according to the relevant stipulations is considered as the operation plan for registration with IAM.

Stamp duty (license system) :10% of the fee for inspection and issue of license (MOP 600)

Note: In accordance with the stipulations of Clause 1 of Article 10 of Law no. 5/2026 and Chief Executive Writ of Instruction no. 152/2026, the valid period of the registration is two years from the date of issue of the registration certificate.
Time required for approval

License system: After the applicant submits all the required documents that meet the standards within the specified period, the statutory time for approval is 35 working days excluding the construction period.
Registration system: After the applicant submits all the required documents that meet the standards within the specified period, the statutory time for approval is 12 working days excluding the construction period.
Remarks / Important notes on application
1. Applications are subject to the regulations of Law no. 5/2026, Administrative Regulation no. 12/2026, Secretary for Administration and Justice Writ of Instruction no. 13/2026, and Chief Executive Writ of Instruction no. 152/2026;
2. The person concerned can make an application in person or by authorising a representative;
3. Whether the procedure can be completed successfully depends on whether the applicant can rectify the deficiencies or provide supplementary information on time;
4. As stipulated in Article 12 of Law no. 5/2026, IAM can initiate the cancellation procedure of the license or registration certificate in any of the circumstances stated therein;
5. Application for the note on change of ownership should be made to IAM by the individual or legal person that accepts the transfer of ownership within 20 working days from the day of confirmation of the change;
6. In accordance with the stipulation of Article 4 of Law no. 5/2026, food and beverage establishments can only be open to the public after issue of the license or registration certificate.

Method for collecting result of service
1. In person
If the license or registration certificate holder/authoriser collects the license or registration certificate in person, he or she (individual) is required to produce his or her original identification document; a legal person (establishment) is required to produce the original identification document of the person concerned in accordance with the signature on the Business Registration Certificate for collection;
If the license or registration certificate is to be collected by a representative, bring the receipt or produce the original identification document of the license or registration certificate holder.
2. Downloading the license or registration certificate from Internet
License or registration certificate holders can download the registration certificate of food and beverage establishments by themselves via the “
Business & Associations Platform” within the valid period of the certificate. (License or registration certificate holders must have an individual or entity account of
Macao One Account.)
