The 12th Global Tourism Economy Forum • Macao 2026 (GTEF or the “Forum”) will be held in Macao from 15 to 17 October. Macao and the Philippines ink new bilateral Air Services Agreement and Memorandum of Understanding, significantly relaxing capacity limits and fully opening fifth freedom rights for cargo operations
The Civil Aviation Authority of Macao SAR and the Civil Aeronautics Board of the Republic of the Philippines held bilateral Air Services Agreement (ASA) talks in Macao on 8 and 9 October 2026, with the initialing of the new ASA and the signing of the Memorandum of Understanding (MOU) on 9 October, relaxing existing capacity restrictions and opening up fifth freedom rights for cargo operations. This new Agreement is also the first bilateral ASA to be successfully established since the current-term SAR Government took office.

CE: 2027 Policy Address to cover areas of public concern and advance Macao’s Third Five-Year Plan
The Chief Executive, Mr Sam Hou Fai, said today that the Macao Special Administrative Region (MSAR) Government is working intensively to prepare the 2027 Policy Address. Next year’s policy priorities will focus on four key areas, with efforts centred on implementing the Third Five-Year Plan of the MSAR and further addressing the concerns across all sectors of society.

Talent Development Committee hosts talent exchange event, signs memoranda of understanding with Macao International Technology Industry Centre and Zhukuan Group to jointly build a hub for high-calibre talent
To raise awareness among various sectors of society regarding Macao’s talent attraction initiatives, deepen qualified professionals’ understanding of relevant policies and the business environment in Macao and Hengqin, and facilitate the alignment of talent with industry resources, the Talent Development Committee hosted the ‘Macao in Focus: Talent Promotion and Exchange Gala Dinner’ on 9 October. During the event, the Talent Development Committee signed memoranda of understanding with the Macao International Technology Industry Centre (MITIC) and Zhukuan Group Holding Company Limited of Zhuhai City (Zhukuan Group) to further integrate resources from the Government, innovation and technology (I&T) platforms, and enterprises, thereby enhancing Macao’s competitiveness in attracting talent while optimising the environment for their settlement and development. The gala gathered approximately 200 attendees, including officials from government departments of Macao, Zhuhai and the Guangdong‒Macao In-Depth Cooperation Zone in Hengqin, as well as representatives from higher education institutions, associations and professional organisations in Macao, alongside outstanding talent across the ‘1+4’ industries.
