Registration of Association and Foundation

Certificate of the Leadership Structure of Established Association or Foundation


How to Apply

Application at counter (applicants are required to obtain a number tag in advance. For the methods to obtain the tag number, please refer to “Methods to Obtain Tag Number and Appointment” of the website of the Identification Services Bureau.)

Target Applicants

a. Aged 18 or above; and

b. Applicant has to be a member of the leadership structure of the association or foundation or a representative authorized by the president or director of the association or foundation.

Certificate Content

Registration number, name of association or foundation, the first publication date in the Official Gazette, date of general assembly and the leadership structure.

Application Methods

1. Application via Business And Associations Platform

Please visit the website of Business & Associations Platform.

  • Applicants who lodge the application through the the “Business and Associations Platform” can choose to receive the certificate in printed form or electronic form. If the applicants choose the printed certificate, they have to collect the document at DSI in person or by an authorized person.
  • The electronic certificate has an equivalent legal effect as the printed certificate.

2. Application at counter (applicants are required to obtain a number tag in advance. For the methods to obtain the tag number, please refer to “Methods to Obtain Tag Number and Appointment” of the website of the Identification Services Bureau(DSI).

If the application is lodged at DSI counters in person or by a delegate with the following documents:

  • A completed “Application Form for Certificate of Association and Foundation” (stamp with the association or foundation seal);
  • A photocopy of the applicant’s valid identification document;
  • A power of attorney is required if the applicant is not a member of the leadership structure;
  • The original general assembly minutes of the election of members of leadership structure for verification purpose; (The aforesaid minutes are exempted if they have been submitted to DSI before.)
  • A photocopy of valid identification documents of every member of the leadership structure; (The aforesaid photocopy of valid identification documents are exempted if they have been submitted to DSI before.)

Fees and Payment Methods

MOP15.00; MOP5.00 for each additional page.
(Note: Administrative Public Welfare Legal Person is exempt from the fees and charges)

Application made at DSI counter

Headquarter (China Plaza), Macao Government Services Centre and Macao Government Services Centre in Islands: Cash, credit card, Union Pay “QuickPass”, debit card, Macau Pass and MPay are accepted for payment.

Processing Time

Application via Business And Associations Platform

  • If the application is lodged through the “Business And Associations Platform”, the processing time varies according to the registration status of current leadership structure of the association or foundation:

The latest leadership structure has already been confirmed on the “Business and Associations Platform” and the original meeting minutes have been submitted to DSI for authentication Three working days following the date of submission of the meeting minutes

    (Note: counting from the following working day upon the receipt of completed application form and all required documents.)

Document Collection Counter Service

Target users: 

Applicants who lodged the application for identity document or certificate at service counters or self-service kiosks

Document Collection Procedures:

  • Scan or input your receipt barcode. (If the receipt barcode cannot be detected, please ask our staff for assistance.)
  • Be aware of your name and the corresponding counter number shown on the screen.
  • Collect your document or certificate at the designated counter.

Collect in person:

Verification of applicant’s identity is required at the time of document collection.  For identity card renewal or the former travel document has not expired, the former identity document must be brought along for cancellation.

Collect by an authorized person:

To authorize a representative to collect the document, the applicant has to fill out the authorization form on the receipt and sign the receipt according to the Macao SAR Resident Identity Card signature. Details of the procedure can be found at DSI’s Questions and Answers.
