Time of Application
- Students from Mainland China
Students from Mainland and holding a “PRC Permit for Travelling to and from Hong Kong and Macao” should complete the application procedure of the “Special Authorization to Stay” within the limit of stay (a maximum of 90 days) granted upon their first entry to Macao by using the “Type D – Stay” endorsement. [See Point 2 in Remarks / Points to Note for details.] - Students from other countries / regions
Students should complete the application procedure of the “Special Authorization to Stay” before the expiry of the “Authorization to Stay”.
Application Procedure and Documents Required
- The interested person should use the “Integrated Online System for Special Authorization to Stay for Non-resident Students” to submit an application first. Upon successful submission, he /she will receive an “Application QR code”. The interested person is required to present the “Application QR code” and the original of the passport / travel document / identification document used for entry to Macao in person to the Stay Subdivision of our Residence and Stay Affairs Department at the Immigration Building at Pac On to complete the remaining steps in the application procedure.
- Minors should be accompanied by a parent, guardian, legal agent or an authorized representative of the higher education institution in making the application.
- Documents to be Presented
- Original of the passport / travel document / identification document used by the interested person for entry to Macao:
- Students from Mainland China – Original of valid “PRC Permit for Travelling to and from Hong Kong and Macao”;
- Students from other countries / regions – Original of valid passport / travel document / identification document.

- Follow-up Procedure after Application is Accepted
After completing the remaining steps in the application procedure at the Stay Subdivision of our Residence and Stay Affairs Department at the Immigration Building at Pac On and receiving a “Application Receipt”, the interested person should use the “Integrated Online System for Special Authorization to Stay for Non-resident Students” to enquire about the application progress before the date specified on the “Application Receipt”. If the examination result is out, the interested person may come to complete the application result collection procedure (See Enquiry about Progress and Collection of Service Result for details). If the application is approved, the interested person will be granted an “Approval Notification” and a “Slip of Special Authorization to Stay” in which the validity of the Authorization is specified.

Remark / Requirements
- According to Term 1, Article 66 of Law No. 16/2021, to apply for a visa, Authorization to Enter and Stay, Macao SAR Residence Authorization, Renewal or Extension of Residence Authorization means the interested person consents to have his or her personal information, which includes his or her biodata, treated by the Public Security Police Force.
- Time limit for application for Special Authorization to Stay for Students by mainland students
Mainland students holding a “P.R.C. Permit for Travelling to and from Hong Kong and Macao” are required to apply for Special Authorization to Stay for Students as soon as they enter Macao with “Type D – Stay” endorsement and within the limit of stay granted upon their first entry (a maximum of 90 days). If they do not apply within the above period but can present proof of study at a higher institute in Macao (e.g. valid student card, school testimonial, etc.), they will be admissible upon re-entry and will be given a written notification of the date to go to the Immigration Department for the relevant procedure. However, if they are not able to present any proof, they may be refused entry to Macao. - ObsePoints to Note by Non-resident Students during their Stay in Macao:
3.1 According to Article 20 of Administrative Regulation No. 38/2021, the validity of the Special Authorization to Stay is granted according to the normal duration of the program the student intends to take, but the limit of stay should not be beyond the following time limit as stipulated in Article 28 of Law No. 16/2021:
(1) Students from the Mainland of China: the expiry date of the Permit for Travelling to and from Hong Kong and Macao and the expiry date of the Type D-Stay endorsement;
(2) Students from other countries/regions: 90 days before the expiry date of the passport/travel document/identification document.
3.2 Please keep the Slip of Special Authorization to Stay properly. Your limit of stay in Macao is subject to the validity period of the Special Authorization to Stay. Staying in Macao beyond the limit constitutes overstay. According to Articles 58 and 94 of Law No. 16/2021, non-residents who overstay for no more than 30 days and are not repeat offenders will be fined. If a non-resident does not pay the fine or if the stipulation regarding the penalty is not applicable to the non-resident, he or she will not only be deported but also be banned from entry to Macao and prohibited from applying for Residence Authorization or Special Authorization to Stay within two years from the expiry of the entry ban.

3.4 As long as the Special Authorization to Stay remains valid, the limit of stay granted upon each entry of the non-resident student is equivalent to the above-mentioned validity period. No paper Slip of Authorization to Stay will be issued at the checkpoints.
3.5 If you replace the travel document which has been used in making your application, you should go to the Stay Subdivision of the Residence and Stay Affairs Department as soon as possible to update your information and obtain a new Slip.
3.6 According to Article 33 of Law No. 16/2021, if your Special Authorization to Stay is valid for over 90 days, you should specify your contact address and habitual residence address in Macao. If there is any change in the contact address and habitual residence address, you should notify the Public Security Police Force within 45 days. Otherwise, a fine will be imposed.
3.7 According to Term 3, Article 20 of Administrative Regulation No. 38/2021, the actual class attendance is a requirement for maintaining, renewing and extending the relevant Special Authorization to Stay.
3.8 If you are no longer studying at the higher education institution, you should go to the Residence and Stay Affairs Department to cancel the relevant Special Authorization to Stay as soon as you complete the school-leaving procedures, and leave Macao within the period granted by the Department.
3.9 If you are not able to go to the Residence and Stay Affairs Department to make the above-mentioned cancellation, you are required to make a written declaration of your voluntary abandonment of the Special Authorization to Stay and authorize the higher education institution to submit it to the Department. If you remain in Macao without any other valid Authorization to Stay from the day after the declaration is submitted, you will be considered overstaying in Macao.
3.10 Students who are no longer enrolled and do not meet other requirements for entry and stay in Macao will not be allowed to enter. Mainland students cannot use the original (stay) ‘endorsement to Macao’ granted for study purpose to enter Macao again. If they do not have a new ‘endorsement to Macao’, they will not be allowed to enter.
3.11 If you transfer to another higher education institution, change to another program or extend your program duration halfway through, you are required to submit a new application for Special Authorization to Stay to the Stay Subdivision of the Residence and Stay Affairs Department.
3.12 You are required to comply with the laws of Macao. Law violators will bear corresponding legal responsibilities and face the consequences of revocation of the Special Authorization to Stay and entry ban.
