How to Apply

Time of Application

Non-resident students who no longer study at the original higher education institution owing to withdrawal, suspension, early completion of the program, transfer to another institution or other reasons before the expiry of the Special Authorization to Stay for non-resident students are required to make the cancellation at the Stay Subdivision of the Residence and Stay Affairs Department either in person after they complete the school-leaving formalities at the institution or by authorizing the institution to submit their written declaration of voluntary abandonment of the Special Authorization to Stay to the Department.

Application procedures and documents required

1. Documents to be Presented
   1. Unless otherwise noted, the original should be exhibited for authentication if a copy is submitted;
   2. The copy should be authenticated if the original cannot be exhibited.
2. Documents to be Submitted
   1. A completed Declaration/Application (DARP/DARP M-3) of the interested person’s voluntary abandonment of the Special Authorization to Stay for non-resident students;[Note: The form is available at the subdivision concerned and the website of the Public Security Police Force.]
   2. Copy of the interested person’s valid passport/travel document (biodata page only) or Permit for Travelling to and from Hong Kong and Macao plus “Type D – Stay” endorsement used in the application for Special Authorization to Stay for non-resident students, as well as a copy of the last Slip of Special Authorization to Stay for non-resident students granted by the Residence and Stay Affairs Department;[Note: Upon completion of the procedure, the Special Authorization to Stay for non-resident students will be cancelled. If the interested person does not possess other valid Authorization to Stay and meets the relevant provisions of the Legal Regime of Immigration Control, Stay and Residence Authorization of the Macao Special Administrative Region [i.e. 1. the passport/travel document/“Type D – Stay” endorsement on the Permit for Travelling to and from Hong Kong and Macao has an appropriate validity (Article 4 of Administrative Regulation No. 38/2021); and 2. not being subject to legal impediment (see Remarks for details.)], an ordinary Authorization to Stay will be granted according to Article 37 of Law No. 16/2021 for the purpose of making arrangements for departure.]
   3. Other documents as required by the Subdivision.

Remarks/Points to Note

1.  According to Term 1, Article 66 of Law No. 16/2021, to apply for a visa, Authorization to Enter and Stay, Macao SAR Residence Authorization, Renewal or Extension of Residence Authorization means the interested person consents to have his or her personal information, which includes his or her biodata, handled by the Public Security Police Force.
2. Students who no longer study at the higher education institution owing to withdrawal, suspension, or early completion of the program should cancel the Special Authorization to Stay at the Residence and Stay Affairs Department as soon as the school-leaving formalities are completed, and leave Macao within the period granted by the Department.
3. Students who transfer to another higher education institution, change to another program or extend the program duration halfway through are required to submit a new application for Special Authorization to Stay to the Stay Subdivision of the Residence and Stay Affairs Department.
