Special Authorization to Stay for Non-resident Students

How to Apply

Time of Application

  1. Students from Mainland China
    Students from Mainland and holding a “Permit for Travelling to and from Hong Kong and Macao” should complete the application procedure of the “Special Authorization to Stay” within the limit of stay (a maximum of 90 days) granted upon their first entry to Macao by using the “Type D – Stay” endorsement. [See Point 2 in Remarks / Points to Note for details.]
  2. Students from other countries / regions
    Students should complete the application procedure of the “Special Authorization to Stay” before the expiry of the “Authorization to Stay”.

Application Procedure and Documents Required

  1. The interested person should use the “Integrated Online System for Special Authorization to Stay for Non-resident Students” to submit an application first. Upon successful submission, he/she will receive an “Application QR code”. The interested person is required complete the remaining steps in the application procedure at the Stay Subdivision of our Residence and Stay Affairs Department by submitting a screenshot of the “Application QR code” and the original of the passport/travel document/identification document used in the application in person.
  2. Minors should to be accompanied by a parent, guardian, legal agent or authorized representative from the higher education institution in completing the application procedure.
  3. Documents to be Submitted
    1. Original of passport / travel document / identification document used by the interested person for entry to Macao:
      1. Students from Mainland China – Original of  “Permit for Travelling to and from Hong Kong and Macao” with “Type D – Stay” endorsement attached;
      2. Students from other countries / regions – Original of passport / travel document / identification document.

  4. Procedure after application is accepted
    After completing the remaining steps in the application procedure and receiving an Application Receipt at the Stay Subdivision, the interested person should use the “Integrated Online System for Special Authorization to Stay for Non-resident Students” to enquire about the application progress before the date specified on the Application Receipt. If the vetting result is out, the interested person may complete the application result collection procedure by bringing the original of the passport/travel document/identification document used in the application to the manual service counters or the self-service kiosks of the Public Security Police Force in person before the date specified on the Application Receipt (See Points 3.1 and 3.2 in Application Status Enquiry and Result Collection for details). If the application is approved, the interested person will be granted an Approval Notification and a Slip of Special Authorization to Stay on which the validity of the Authorization is specified. [Note: If there is still no result as the date specified on the Application Receipt is approaching, the interested person should visit the Stay Subdivision in person immediately in order to prevent overstaying.]

Remarks/Points to Note

  1. According to Term 1, Article 66 of Law No. 16/2021, to apply for a visa, Authorization to Enter and Stay, Macao SAR Residence Authorization, Renewal or Extension of Residence Authorization means the interested person consents to have his or her personal information, which includes his or her biodata, handled by the Public Security Police Force.
  2. If Mainland students holding a Permit for Travelling to and from Hong Kong and Macao depart from Macao without making the relevant application within the limit of stay (a maximum of 90 days) granted upon the first entry to Macao with the use of “Type D – Stay” endorsement, when they re-enter Macao and present proof of study at a higher education institution (e.g. valid student card, certificate of enrolment, etc.), they will be admitted temporarily and given a written notification of the designated date for making the application for the Special Authorization to Stay for non-resident students. However, if they fail to present valid proof of study, they may be refused entry to Macao.
  3. Validity of Slip of Special Authorization to Stay for non-resident students
    3.1Valid until the end date of the program; [validity of the above Special Authorization to Stay for non-resident students should not exceed the validity specified in Term 2, Article 20 of Law No. 16/2021 and Article 4 of Administrative Regulation No. 38/2021.]
    3.2Non-resident students who are not granted Special Authorization to Stay that is valid until the end date of the program owing to the inadequate validity of the passport/travel document/identification document used for entry should replace their document and apply for validity update at the Stay Subdivision within this limit of stay.
  4. Multiple entries
    According to Article 13 of Administrative Regulation No. 38/2021, non-resident students are entitled, without prejudice to the application of the laws and regulations related to refusal of entry and revocation of Authorization to Stay, to multiple entries within the validity of the Special Authorization to Stay.
  5. Points to note for students granted Special Authorization to Stay for non-resident students
    5.1. The actual attendance rate is the requirement for the retention, renewal and extension of the Special Authorization to Stay;
    5.2. If the interested person no longer studies at the higher education institution, he or she should cancel the Special Authorization to Stay at the Residence and Stay Affairs Department as soon as the school-leaving formalities are completed, and leave Macao within the period granted by the Department.
    5.3. If the interested person cannot complete the above cancellation formalities at the Residence and Stay Affairs Department, he or she is required to make a written declaration of voluntary abandonment of the Special Authorization to Stay and authorize the higher education institution to submit it to the Department. If the interested person remains in Macao without any other valid Authorization to Stay from the day after the declaration is submitted, he or she will be considered overstaying in Macao.
    5.4. If students who are no longer enrolled do not meet other requirements for entry and stay in Macao, they will not be admitted to Macao. Mainland students cannot use the original “Type D – Stay” endorsement granted for study purpose to enter Macao again. If they do not have a new endorsement, they will not be admitted to Macao.
    5.5. If the interested person transfers to another higher education institution, changes to another program or extends the program duration halfway through, he or she is required to submit a new application for Special Authorization to Stay to the Stay Subdivision of the Department.
    5.6. If the interested person renews or replaces the identification document used in the application, he or she is required to update the information and get a new Slip at the Stay Subdivision of the Department within this limit of stay.
