How to Apply

Application procedures and documents required

  1. Application Approach
    The application can be made by the interested person or a legal representative

    1. Unless the minor is represented by the parent, the representative should submit:
      1. a certified letter of authorization;
      2. a copy of his/her valid identification document.
    2. If the interested person cannot appear at the Residence and Stay Affairs Department, the parent / guardian or another representative should submit a recent photo of the interested person (1.5-inch, full face, no-hat, white-background, coloured / black-and-white photo).
  2. Documents Must be Presented: The original should be exhibited for authentication if a copy is submitted.
  3. Necessary Documents (Basic Documents):
    1. A completed application form (format 4); application form (format 9) is also required if the application includes family members;
      [Note: (1) The application form is available at the respective subdivision and the website of the Public Security Police Force; (2) The reason for application or the interested person’s intended activity in Macao should be stated in the application form.]
    2. Declaration made in the reputation of the interested person to undertake to comply with the laws of the Macao Special Administrative Region (DARP/DARP M-3);
      [Note: (1) If the applicant is 18 years old or above on the day the application is submitted; (2)The Declaration template is available at the respective subdivision and the website of the Public Security Police Force.]
    3. Guarantee (format 5) signed by the guarantor for the purpose of undertaking the interested person’s departure expenses;
      [Note: (1) The Guarantee template is available at the respective subdivision and the website of the Public Security Police Force; (2) The guarantor should be a permanent resident habitually residing in Macao or a bank.]
    4. Copy of the interested person’s valid passport / travel document (bio data page and used pages only, and the Arrival Card for the latest entry to Macao) or identification document used for entry to and departure from Macao;
    5. Copy of the interested person’s birth certificate or equivalent document;

    6. Copy of the Macao Resident Identity Card of the reuniting kindred residing in Macao (for cases of family reunion);
    7. “Certificate of Criminal Record” of Macao issued within 90 days (if the interested person is 16 years old or above on the day the application is submitted);
      [Note: Application for the Certificate should be made to the Identification Services Bureau by presenting the application acceptance receipt of “Residence Authorization”. The interested person may authorize the Bureau to send the Certificate directly to the Residence and Stay Affairs Department.]
    8. Copy of national Certificate of Criminal Record issued by the competent authorities of the latest country or region of domicile (if the interested person is 16 years old or above on the day the application is submitted);

    9. Copy of document issued by the competent authorities of the interested person’s country or region of domicile certifying he/she has continuously been residing in that place for at least two years just before applying for residence in Macao;
      [Remark:
      (1) The requirement of submitting proof of 2-year residence overseas is mainly applicable to Chinese who are originally residents of Mainland China but then emigrated to the Region of Taiwan or a foreign country and granted residence status there;
      (2) The 2-year residence should be counted from the day the residence status is officially granted and is subject to the actual residing period of two years at that place;
      (3) The document should be a residence certificate or equivalent document issued by the competent authorities of the country or region in which the person resides. It can be presented in 2 or more certificates (e.g. Residents of the Region of Taiwan may submit their latest household registry transcript / household register and movement records of the Region of Taiwan as evidence of residence.)]
    10. Copy of personal financial documents (e.g. employment certificate, bank book, payment receipt of revenue / sales tax of the interested person or his/her reuniting kindred residing in Macao);
    11. Document indicating the interested person’s residential address in Macao (e.g.: copy of water bill, electricity bill, phone bill, etc. of the last 3 months).
  4. Necessary Documents (Other Documents – depending on the case type)
    1. Reunion with spouse: Certificate of marriage (for details, please see “Acceptance Standard for Necessary Documents in Application for Residence Authorization“)
    2. Reunion with partner of marriage de facto: Certificate of no marriage, divorce or marriage de facto (for details, please see “Acceptance Standard for Necessary Documents in Application for Residence Authorization“)
    3. Reunion of minor child with parent(s) residing in Macao:
      1. If one of the interested person’s parents is not a Macao resident, a written statement of that parent’s consent and reason to let the child reside in Macao with the other parent should be submitted;
      2. Proof of the minor child studying in Macao (if any).
        [Note: The above statement should contain the declarant’s signature which is to be certified by the competent authorities. Otherwise, the declarant is required to sign the statement in the presence of the staff accepting the residence application and present the original of his / her identification document for verification]
    4. Reunion of minor child with parent(s) residing in Macao
      1. Certificate of marital status of the grown-up child;
        [Note: For details, please see “Acceptance Standard for Necessary Documents in Application for Residence Authorization“, but it is not necessary to submit a declaration of the husband and wife’s claim to be maintaining marital relation if married.]
      2. Identification document of the spouse and children (if any) if married;
      3. Parent(s)’ written statement of the status of the family member(s) (e.g. number of children, age, type of document in possession of, country of domicile, marital status, whether they are Macao residents or not, etc.).
    5. Reunion of parent(s) with child(ren) residing in Macao
      1. Birth certificate of the child(ren) residing in Macao (for details, please see “Acceptance Standard for Necessary Documents in Application for Residence Authorization“);
      2. Parents’ certificate of marriage (for details, please see “Acceptance Standard for Necessary Documents in Application for Residence Authorization“);
      3. Divorce certificate or spouse’s death certificate if the parents are divorced or one of them is deceased (for details, please see “Acceptance Standard for Necessary Documents in Application for Residence Authorization“);
      4. Document stated in 4.4.3
    6. Our staff will take a digital photo for the interested person at the respective subdivision. The interested person can choose to use the digital photo or his / her own recent photo (1.5-inch, full face, no-hat, white-background, coloured / black-and-white photo) on the residence document issued to him / her.
    7. Other information should be submitted upon request by the authorities under special circumstances.

Charge

  1.  Residency tax: MOP20,000
    > Payment Deadline: Within 20 days from the date the interested person signs to acknowledge the notification of Residence Authorization approval (No extension is allowed except for reasons of force majeure.)
    > Consequences of Overdue Payment: (1) Invalidation of Residence Authorization; (2) Interdiction of application for Residence Authorization for 2 years.
    [Remark:
    (1) Persons listed below are exempted from the residence tax of MOP20,000 by law:
    a. Chinese citizens;
    b. Portuguese citizens;
    c. Reuniting kindred of Macao residents;
    d. Persons exempted from the fee by international treaties;
    e. Staff recruited from outside by the public administrative authorities of the Macao SAR, or staff recruited from outside to provide service at enterprises which are adjudicated public works or which are concessionaires of public services;
    f. Buyers and promissory buyers of an immovable of the Macao SAR. The promissory buyers should provide proof of having fulfilled the contract within 180 days from the payment deadline of the respective fee.
    (2) If the Residence Authorization includes persons other that the reuniting kindred of the interested persons mentioned in Point (1), the fee to be paid by the applicant will be doubled;
    (3) Interested persons other than those mentioned in Point (1) can be exempted from the fee under exceptional circumstances where reasonable justifications are given.]

Remark / Requirements

  1. The Residence and Stay Affairs Department can deny part of or the whole application accordingly if the interested person’s passport / travel document and return / re-entry permit is found to be expiring in less than 30 days when he/she submits the application;
  2. After receiving the residence application, the authorities will issue an “application acceptance receipt”, which includes the necessary documents that have not yet been submitted. The interested person (or the legal representative) should submit them within 180 days from the date the receipt is issued (or the date he/she is notified to supplement other documents). Otherwise, the authorities may announce the extinguishment of the application according to Article 103 of the Code of Administrative Procedure.
    If all the necessary documents are submitted, the interested person (or the legal representative) should come in person to complete the follow-up procedures on the date specified on the receipt or by following the instructions on the receipt (e.g. to wait for a notification letter).

    1. For approved application, the interested person (or the legal representative) should pay the fee and collect the “Residence Receipt” as soon as possible. When coming in person, he / she should:
      > Present the application acceptance receipt;
      > Present the “P.R.C. Permit for Travelling to Hong Kong and Macao” or the valid passport / travel document / identification document used to apply for Residence Authorization;
      > The parent or guardian representing the minor child in the application should present his/her valid identification document and proof of their relationship; other legal representative should present a certified letter of authorization and his/her valid identification document;
      > Submit the “Non-resident Worker’s Identification Card” (or the former “Non-resident Worker’s Permit”, also known as blue card) (if any) for cancellation.
      [Note:
      (1) To prevent the above invalidation from happening, the interested person may request the legal representative to pay the fee at the Residence Subdivision within the specified period first and then he/she comes in person to collect the “Residence Receipt” later.
      (3) According to Term 2, Article 22 of Administrative Regulation No. 5/2003, renewal of the Residence Authorization depends on whether the application meets the prerequisites and requisites stipulated in Law No. 4/2003 and the above Administrative Regulation, especially whether the applicant (or the applicant and his/her reuniting kindred, or the applicant and the family members involved in the application and the reuniting kindred) habitually resides in Macao. In other words, they should make Macao a centre of living and reside in Macao for not less than 183 days per year starting from the effective date of the Residence Authorization. In addition, whenever they leave Macao, they should not be away for more than half a year. Otherwise, the applicant’s (and the family members involved) application for renewal of Residence Authorization may not be approved.]
    2. For disapproved application, the interested person will receive a written notice of the content of the written instructions and the means to appeal.
  3. While waiting for the result of the residence application, the interested person can apply to the Residence Subdivision for single or multiple extension of Authorization to Stay (by using an application form for extension of “Authorization to Stay”, for detail, please see “Special Authorization to Stay” for Applicants of Residence Authorization) by presenting the Application Acceptance Receipt.
