Application procedures and documents required
- Application Approach
The application can be made by the interested person or a legal representative- Unless the minor is represented by the parent, the representative should submit:
- a certified letter of authorization;
- a copy of his/her valid identification document.
- If the interested person cannot appear at the Immigration Department, the parent / guardian or another representative should submit a recent photo of the interested person (1.5-inch, full face, no-hat, white-background, coloured / black-and-white photo).
- Unless the minor is represented by the parent, the representative should submit:
- Documents Must be Presented: The original should be exhibited for authentication if a copy is submitted.
- Necessary Documents
- Persons who have applied for “Special Authorization to Stay” before
- Copy of the “Approval Notification of Residence Authorization” issued by IPIM;
- Copy of the interested person’s valid passport / travel document (bio data page and observation pages only) or identification document used to apply for “Residence Authorization”; [Note: When collecting the “Residence Receipt”, the original of the above document should be exhibited for authentication]
- A recent 1.5-inch, full face, no-hat, white-background photo or digital photo taken free of charge at the Immigration Department;
- Application form of change of personal information (DARP/DARP M-6) or notification of change of address (DARP/DARP M-11), together with supporting documents such as birth certificate, certificate of marital status or document indicating the residential address, if there is any change in the personal information or address of the interested person.
- Persons who have never applied for “Special Authorization to Stay”
- Besides documents (1) – (4) listed in Section 3.1, a completed “Declaration of Identity” (DARP M-1) should also be submitted;
[Note:
(1) The Declaration template is available at the respective subdivision and the website of the Public Security Police Force;
(2) The interested person is required to sign the Declaration in the presence of the staff accepting the application for verification. If he/she is not able to show up, the signature on the (completed) Declaration will be authenticated by the competent authorities, or the Declaration is to be completed by a legal representative. The latter should also submit a certified letter of authorization, a copy of the interested person’s birth certificate, certificate of marital status (not applicable to unmarried applicants) and a document indicating the interested person’s residential address in Macao. To avoid any delay in the issue of the “Residence Receipt” due to incomplete or incorrect information, it is necessary to complete the Declaration with accurate personal information.] - All 10 fingers of the interested person have to be fingerprinted (applicable to applicants who come in person and applicants under 5 years old are exempted).

Remark / Requirements
- Requirements
- After receiving the above documents, the authorities will issue an “application acceptance receipt”, which includes information such as the date of collection of the “Residence Receipt”;
- After confirmation of receipt of the residence approval letter from IPIM to the Public Security Police Force and the accuracy of the necessary documents and information, the authorities will prepare the “Residence Receipt”. The interested person is required to collect the Receipt in person.
- If any error is found in the information during investigation, the authorities will notify the interested person to supplement relevant supporting documents (e.g. birth certificate, marriage certificate, divorce certificate or death certificate of spouse). Therefore, the “Residence Receipt” can only be issued after all necessary documents are submitted and all irregularities are fixed.
- Effective date of Residence Authorization: Date of approval by written instructions (unless remarks are stated in the written instructions)
- Expiry of “Residence Receipt”: “Residence Receipt” is valid for 60 days from the date of issue. Within this period, the applicant can apply to the Identification Bureau for a “Macao Non-Permanent Resident Identity Card”. If no application is made within this period, the “Residence Receipt” will be invalid. According to Item 3, Term 1, Article 31 of Administrative Regulation No. 5/2003, the fee for the reissue of a “Residence Receipt” at the Residence and Stay Affairs Department is MOP200. However, if the “Residence Receipt” is lost, damaged, stolen or expires and reasonable justification is given, the fee will be MOP50.
- Expiry of Residence Authorization stated in the “Residence Receipt”: Determined by the competent authorities but no longer than 3 years as stipulated by law.
