How to Apply

Application procedures and documents required

Application at counter (applicants are required to obtain a number tag in advance. For the methods to obtain the tag number, please refer to “Methods to Obtain Tag Number and Appointment” of the website of the Identification Services Bureau.)

  1. For applicant who is under the age of 18, born in Macao and one of his/her parents is a Macao resident at the time of his/her birth
    Applicant is required to submit:
    – Original copy of birth certificate*;
    – Photocopies of both parents’ identification documents;
    – Original and photocopy of Hong Kong identity card of the applicant, if any
    * If the application is lodged within 90 days after the baby’s birth, the applicant only needs to present a birth report (so-called “white card”) issued by the Civil Registry, no longer needs to submit the Birth Certificate.

  2. For holders of One-way Exit Permit issued by the Public Security Authority of Mainland China
    After receiving the Residence Certificate issued by the Residence and Stay Affairs Department of the Public Security Police Force, applicants can apply for the Macao SAR Resident Identity Card at the Identification Services Bureau (hereafter referred to as DSI) with the following documents:
    – “Residence Certificate” issued by the Residence and Stay Affairs Department of the Public Security Police Force;
    – Original copy of the One-way Exit Permit;
    – Original and photocopy of the Notarial Birth Certificate or Birth Certificate, if any.
    *Not applicable to persons whose Macao permanent resident identity have been confirmed. Such applicants can lodge the application for the Macao SAR Resident Identity Card to DSI directly with the notification letter issued by the Residence and Stay Affairs Department of the Public Security Police Force.

  3. For holders of Residence Authorization Documents (including “Receipt of Residence Authorization” or “Residence Certificate”)
    Applicant is required to submit:
    – Original and photocopy of a notification letter indicating your residence in Macao has been approved by the Residence and Stay Affairs Department of the Public Security Police Force or the Trade and Investment Promotion Institute;
    – Original copy of valid residence authorization documents issued by the Residence and Stay Affairs Department of the Public Security Police Force;
    – Original and photocopy of a valid passport or travel document;
    – Original and photocopy of foreign residence document (only applicable to holders of the People’s Republic of China passport);
    – Original and photocopy of Hong Kong SAR Identity card, if any;
    – Original and photocopy of birth certificate, if any.

  4. For holder of BICN
    Applicant is required to submit:
    – Original copy of birth certificate, if any;
    – Original and photocopy of BICN;
    – Original and photocopy of a valid passport or travel document, if any;
    – “Residence Certificate” issued by the Residence and Stay Affairs Department of the Public Security Police Force (except applicants who were born in Macao and whose parent was a Macao resident and was holding a valid Macao SAR – Resident Identity Card at the time of the applicants’ birth);
    – Original and photocopy of Hong Kong SAR Identity card, if any.

  5. For holder of the Certificate of Entitlement to the Right of Abode in the Macao SAR
    Applicant is required to submit:
    – Original copy of the Certificate of Entitlement to the Right of Abode in the Macao SAR;
    – Original copy of former Macao Identity Card or BICE, if any;
    – Original and photocopy of a valid passport or travel document, if any;
    – Original copy of necessary documents that have not been submitted at the time of applying for the Certificate of Entitlement to the Right of Abode in the Macao SAR (e.g. birth certificate, household register or household registration transcript, valid identification documents of parents, marriage certificate, identification document of spouse, divorce certificate, death certificate of spouse, etc.)
    – Note: Applicants are required to submit other supplementary documents if needed.

Remarks/ Notes for Application

  1. Applicants must lodge their applications in person at DSI;
  2. All applicants may choose to submit one 1.5” recent color photograph with a white background (Photograph Specifications – equivalent to the photograph standard for Macao SAR travel document application) or use the photograph taken on-site without charge as the card photo (Notice for Choosing to Use the Live-captured Photo as the Card Face Photo of the Macau SAR Resident Identity Card);
  3. For applicants under the age of 18, they are required to submit the photocopies of both parents’ identification documents and accompanied by one of the parents who will sign the application form for the applicants;
  4. If married, applicants have to submit the original and photocopy of marriage certificate and a photocopy of the spouse’s identification document; An authenticated copy of a valid household registration transcript may also be required for those applicants or their spouses who are originally from Japan, France or Taiwan Region.
  5. If divorced, applicants have to submit the original and photocopy of their proof of divorce;
  6. If widowed, applicants have to submit the marriage certificate and the spouse’s death certificate;
  7. Applicants may be informed by DSI to submit supplementary documents for identity verification.
  8. If above-mentioned documents are not written in Chinese, Portuguese or English, applicants are required to produce an official translation.
  9. External Services: If applicants are not able to visit DSI in person, they or their relatives can request for “external service” at the Enquiry Counter on 1st floor of China Plaza or write to the Director of DSI with supporting reasons. “External service” is limited to Macao only and the service charge is MOP120.

Fees and Payment Methods

Fees:

  • First-time application: MOP90.00;
  • Express Service: An additional charge of MOP 150.00.
  • Special Express Service: An additional charge of MOP 250.00.
  • Applicants who are lack of financial capability due to following conditions can apply for exemption of application fees:

Payment Methods:

Headquarter (China Plaza), Macao Government Services Centre and Macao Government Services Centre in Islands: Cash, credit card, Union Pay “QuickPass”, debit card, Macau Pass and MPay are accepted for payment.


Processing Time

  • Standard Service: 15 working days. (Performance Pledge)
  • Express Service: 10 working days. (Performance Pledge)
  • Special Express Service: Within 3 working days. (Performance Pledge)

Attention: The abovementioned collection date is counted from the day after the day of receiving the application and all necessary documents by DSI. DSI reserves the right to adjust the processing time under special circumstances.

Collection Methods of service results:

  1. In person
  2. By authorized person
    – The applicant can endorse the application receipt and sign according to the valid identification document in order to authorize a representative to collect the document on behalf of the applicant (if applicant is under the age of 18, his/her legal representative is the one to endorse the application receipt).
    – The authorized representative should present his/her original valid identification document and the photocopy of applicant’s identification document for verification.
